Strategic Review & Planning Roadmap 2025–26: A Visionary Step by SCERT Uttarakhand

 

Dehradun, 18 June 2025 — In a major advance towards strengthening the quality of teacher education in Uttarakhand, the Department of Planning & Monitoring, SCERT Uttarakhand, convened a one-day Strategic In-line Review Meeting & Roadmap 2025–26 with all 13 District Institutes of Education & Training (DIETs) at SCERT Headquarters, Dehradun.

The meeting was chaired by Abhishek Rohila, Director General of School Education, Uttarakhand, who emphasised the need for data-driven decision-making, field-level impact, and alignment with national education policy goals.

The gathering witnessed the esteemed presence of  Padmendra Saklani, Additional Director of SCERT Uttarakhand, and Dr. K. N. Bijalwan, Assistant Director and Program Coordinator at SCERT. Alongside them, key officials and core faculty members of SCERT actively participated in the proceedings. Notably, the principals and planning coordinators from all 13 District Institutes of Education & Training (DIETs) across Uttarakhand were also present, contributing valuable insights and feedback to the strategic review and planning process.


Key Highlights of the Meeting

The meeting focused on collaborative dialogue and critical analysis of the past three years' implementation progress, while also setting a focused agenda for the upcoming academic year. The meeting addressed and reviewed the following major points.

1. Strengthening Teacher Education under Samagra Shiksha

Detailed discussions were held on enhancing the quality and reach of teacher training programs under the Samagra Shiksha framework. DIETs were instructed to ensure timely execution, field applicability, and teacher feedback integration.

2. Enhanced Coordination Mechanism

The need for seamless coordination among State Project Office (SPO), District Project Offices (DPOs), and field functionaries was underlined. DIETs were urged to bridge communication gaps and build stronger linkages with district-level administration and stakeholders.

3. Innovation in Pedagogy and Planning

DIETs were encouraged to design and execute innovative programs aligned with 21st-century skills, digital tools, and localised educational needs. The Director General advocated for creating scalable and replicable models across districts.

4. Review of Three-Year Progress Reports

The Director General conducted an intensive review of the achievements and challenges of DIETs from 2022–23 to 2024–25. Progress was measured on qualitative and quantitative parameters including training hours, outreach, community participation, and capacity-building indicators.

5. Civil Works Monitoring

The status of infrastructure development and civil works in DIET campuses was reviewed. We identified timely completion of projects, optimal use of allocated funds, and quality assurance as priority areas.

6. Model Bal Vatika Centres

We discussed the establishment and functioning of Model Bal Vatika Centres in all DIETs, taking into account the foundational literacy emphasis of NEP 2020. These centres are envisioned as demonstration models for early childhood care and education (ECCE) practices.

7. Academic Calendar for 2025–26

A roadmap for the upcoming academic session was shared. The calendar will align teacher training modules with state and national priorities, including FLN (Foundational Literacy and Numeracy), ICT integration, inclusive education, and school leadership development.


This meeting marks a pivotal moment in ensuring that planning is not merely procedural but purpose-driven and result-orientated. The collaborative engagement and strategic vision shared during the session lay the foundation for a more robust, accountable, and innovative teacher education system in Uttarakhand.
