Uttarakhand Sets a National Example: Over 47K+ Teachers Trained as “Digital Gurus” Through Advanced MOOCs

Uttarakhand has taken a significant leap toward strengthening teacher professional development by systematically integrating digital capacity-building through Massive Open Online Courses (MOOCs). As highlighted in recent news, more than 47K teachers across the state are being empowered as “Digital Gurus”, marking a transformative milestone in the education ecosystem.

The IT course coordination team spearheads this innovative initiative.

The foundation of this initiative was laid in 2024, when the IT course coordinator, R. P. Badoni, conceptualised and initiated a structured MOOC series aimed at enhancing teachers’ digital competencies. Designed specifically for Continuous Professional Development (CPD), the program aligned itself closely with the vision of National Education Policy (NEP) 2020, emphasising technology integration, lifelong learning, and teacher empowerment.

Encouraged by the strong participation and positive outcomes of earlier phases, the initiative is now progressing toward MOOC 3.0, which introduces an Advanced Diploma Level Online Course. This upgraded version focuses not only on basic digital literacy but also on advanced applications of ICT, digital pedagogy, content creation, cyber safety, and innovative teaching-learning practices.

Strengthening CPD Through Online Learning

The MOOC 3.0 framework reflects a forward-looking approach where teachers are not just users of digital tools but confident designers of digital learning experiences. By leveraging flexible, scalable, and accessible online platforms, the program ensures that teachers from urban as well as remote areas of Uttarakhand receive equitable learning opportunities.

This initiative also addresses a key concern of modern educators—professional growth without disrupting classroom responsibilities—making MOOCs an effective and sustainable CPD model.

Leadership Appreciation and Strategic Endorsement

Padmendra Saklani, Additional Director, has expressed his pleasure and appreciation for this commendable course. He acknowledged that such structured, need-based digital programs significantly enhanced teachers’ confidence and professional efficiency, ultimately benefiting student learning outcomes.

Further reinforcing the importance of this initiative, Bandana Garbyal, director of academics, emphasised that the reliability, continuity, and integration of such online courses into the formal teacher development framework are crucial. She highlighted that sustained efforts in this direction will play a vital role in ensuring quality education in alignment with Sustainable Development Goal 4 (SDG 4), which focuses on inclusive, equitable, and lifelong learning opportunities for all.

A Model for Future-Ready Education

With strong leadership support, a clear alignment with NEP 2020, and a robust digital vision, this MOOC-based CPD initiative positions Uttarakhand as a national model in teacher digital empowerment. The transition toward MOOC 3.0 at an advanced diploma level reflects the state’s commitment to preparing teachers for future-ready classrooms.

As thousands of teachers become "Digital Gurus," this initiative will lead to better teaching methods, more student involvement, and a stronger education system that uses technology—helping to reach SDG 4 and more.
