अंतर्राष्ट्रीय योग दिवस 2026: विद्यालयी शिक्षा उत्तराखंड में स्वास्थ्य, अनुशासन और सकारात्मकता का उत्सव

 

21 जून 2026 को अंतर्राष्ट्रीय योग दिवस के अवसर पर विद्यालयी शिक्षा विभाग, उत्तराखंड के प्रांगण में योग एवं स्वास्थ्य जागरूकता का एक प्रेरणादायी आयोजन संपन्न हुआ। इस अवसर पर विद्यालयी शिक्षा परिवार के अधिकारियों, कर्मचारियों, शिक्षकों एवं विभिन्न इकाइयों के प्रतिनिधियों ने उत्साहपूर्वक सहभागिता करते हुए योग को अपने जीवन का अभिन्न अंग बनाने का संकल्प लिया।

कार्यक्रम का शुभारम्भ माध्यमिक शिक्षा निदेशक डॉ. मुकुल कुमार सती  द्वारा दीप प्रज्ज्वलन के साथ किया गया। दोनों अधिकारियों ने उपस्थित सभी प्रतिभागियों को योग दिवस की शुभकामनाएँ देते हुए स्वस्थ जीवनशैली अपनाने का संदेश दिया।

योग प्रशिक्षकों के मार्गदर्शन में सभी प्रतिभागियों ने प्राणायाम, ध्यान तथा विभिन्न योगासन का अभ्यास किया। लगभग एक घंटे तक चले इस सत्र में प्रतिभागियों ने पूर्ण समर्पण और उत्साह के साथ योगाभ्यास किया। प्रशिक्षकों ने समय-समय पर आवश्यक निर्देश देते हुए योग की सही तकनीकों और मुद्राओं का प्रदर्शन किया, जिससे सभी प्रतिभागी सुरक्षित एवं प्रभावी ढंग से योग का अभ्यास कर सकें।

निदेशक अकादमिक शोध एवं प्रशिक्षण वंदना गर्ब्याल ने अपने संबोधन मेंअंतर्राष्ट्रीय योग दिवस 2026 की थीम पर प्रकाश डालते हुए कहा कि वर्तमान समय में योग केवल एक शारीरिक गतिविधि नहीं, बल्कि स्वस्थ एवं संतुलित जीवन का आधार बन चुका है। उन्होंने विशेष रूप से अधिकारियों एवं कर्मचारियों से आग्रह किया कि बढ़ती आयु और कार्यगत व्यस्तताओं के बीच योग को अपनी दैनिक दिनचर्या का हिस्सा बनाना अत्यंत आवश्यक है। उन्होंने युवा अधिकारियों एवं कर्मचारियों को भी योग आंदोलन को आगे बढ़ाने और इसे समाज के प्रत्येक वर्ग तक पहुँचाने के लिए प्रेरित किया।

उन्होंने कहा कि विद्यालयों में योग संस्कृति को और अधिक सशक्त बनाना समय की आवश्यकता है ताकि विद्यार्थी प्रारम्भिक अवस्था से ही स्वास्थ्य, अनुशासन, एकाग्रता एवं मानसिक संतुलन के महत्व को समझ सकें। उन्होंने आयोजन के सफल संचालन हेतु डॉ. मुकुल कुमार सती को बधाई एवं धन्यवाद भी दिया।

कार्यक्रम का प्रारम्भिक संचालन डॉ. भगवती मेंदोली द्वारा किया गया। आयोजन में अपर निदेशक पद्मेंद्र सकलानी, कुंवर सिंह , संयुक्त निदेशक जे पी काला एवं वित्त अधिकारी सहित विभाग के अनेक वरिष्ठ अधिकारी एवं कर्मचारी उपस्थित रहे। कार्यक्रम के प्रशासनिक समन्वयक उपनिदेशक पंकज शर्मा ने समस्त व्यवस्थाओं का कुशल संचालन किया तथा प्रतिभागियों के लिए आवश्यक सुविधाओं का ध्यान रखा।

योग सत्र की शुरुआत में उप निदेशक पंकज शर्मा के समन्वयन मे सभी प्रतिभागियों को विशेष योगा टी-शर्ट प्रदान की गई, जिससे पूरे परिसर में एकरूपता और उत्साह का वातावरण दिखाई दिया। कार्यक्रम के समापन पर जलपान की व्यवस्था की गई, जहाँ सभी अधिकारियों एवं कर्मचारियों ने आपसी संवाद और सौहार्दपूर्ण वातावरण के बीच योग दिवस के अनुभव साझा किए।

यह आयोजन केवल एक औपचारिक कार्यक्रम नहीं था, बल्कि स्वास्थ्य, मानसिक संतुलन, सकारात्मक सोच और सामूहिक सहभागिता का जीवंत उदाहरण बनकर उभरा। विद्यालयी शिक्षा उत्तराखंड द्वारा आयोजित यह योग दिवस कार्यक्रम इस संदेश के साथ संपन्न हुआ कि "स्वस्थ व्यक्ति ही स्वस्थ समाज और स्वस्थ राष्ट्र का निर्माण कर सकता है।" योग के माध्यम से व्यक्तिगत स्वास्थ्य के साथ-साथ सामाजिक और शैक्षिक विकास की दिशा में भी महत्वपूर्ण योगदान दिया जा सकता है।

A landmark moment for the teaching fraternity of India was witnessed with the official launch of the website of the Presidential Awardee Teachers’ Forum (PATF India), a national platform established to connect, empower, and celebrate teachers who have been honored with the National Award to Teachers and National ICT Award by the President of India.

The website was formally launched by Dr. Amarendra Behera, Joint Director, CIET-NCERT, who graced the occasion as the Chief Guest. The virtual ceremony brought together more than 900 award-winning educators from across India, reflecting the collective strength and commitment of the country's most distinguished teachers.

The program commenced with a warm welcome by Imran Khan, President of PATF India, who highlighted the vision behind the forum and requested Dr. Behera to officially launch the portal. Mission Karmayogi Capacity Building Unit (CBU) Core Group Meeting Held at SCERT Uttarakhand

In an important step towards strengthening capacity building and professional development within the School Education Department, a Core Group Meeting of the Capacity Building Unit (CBU) under Mission Karmayogi was organized at the SCERT Uttarakhand auditorium, Dehradun. The meeting was chaired by Bandana Garbyal, Director, Academic Research and Training (ART), SCERT Uttarakhand, and coordinated by Pankaj Sharma, Deputy Director. Senior officers and representatives from various directorates and educational institutions of the state participated in the meeting.

The meeting focused on reviewing the implementation of the Capacity Building Plan (CBP) 2026–27 and strengthening the use of the iGOT Karmayogi Platform for professional learning and skill enhancement of officers, teachers, and employees of the School Education Department. The Capacity Building Unit has been constituted to identify training needs, develop learning pathways, and ensure effective implementation of capacity-building initiatives across the department.

During the meeting, R. P. Badoni, IT Faculty, SCERT Uttarakhand, presented a detailed progress report on departmental activities related to Mission Karmayogi. He shared updates on onboarding status of personnel on the iGOT platform, participation in online courses, completion percentages, training analytics, and department-wise progress. The presentation also highlighted key achievements, challenges, and future opportunities for improving learning engagement through digital platforms.

The core group reviewed the progress made since the previous meeting and discussed strategies for increasing course participation, monitoring learning outcomes, and improving training completion rates. Special attention was given to identifying departmental training requirements and mapping them with relevant courses available on the iGOT platform.

A significant discussion was held on the launch of new online training courses for officers, teachers, and educational administrators. Members deliberated on emerging competency requirements, future learning pathways, and the development of customized training modules aligned with departmental needs. The meeting also examined training gaps and explored measures for designing targeted capacity-building programmes to address them.

The committee further discussed the use of analytics and monitoring dashboards for tracking learner progress, course completion, and departmental performance. Strategies for effective implementation of Mission Karmayogi, formation of support cells, action planning, and role allocation were also reviewed. Participants shared suggestions for enhancing the user experience of the portal and resolving technical challenges faced during course enrolment and completion.

In her concluding remarks, Bandana Garbyal emphasized the importance of continuous professional development and encouraged all departments to actively utilize the Mission Karmayogi platform for building future-ready human resources. She highlighted that technology-enabled learning and competency-based training would play a vital role in strengthening educational governance and improving service delivery across Uttarakhand.

The meeting concluded with a collective commitment to accelerate capacity-building initiatives, strengthen monitoring mechanisms, and promote a culture of lifelong learning among educational officers, teachers, and staff members under the Mission Karmayogi framework.

Strengthening PM eVIDYA in Uttarakhand: Core Group Meeting Charts Future Roadmap for Digital Learning

 

A significant Core Group Meeting on the future expansion and strengthening of PM eVIDYA channels in Uttarakhand was organized at SCERT Uttarakhand under the guidance of Additional Director  Padmendra Saklani. The meeting focused on upcoming reforms, content development strategies, budget utilization, capacity building, and the long-term vision for the state's PM eVIDYA initiative.

The meeting began with a welcome address by PM eVIDYA State Coordinator  Pushpa Aswal, who outlined the objectives of the consultation and emphasized the need for collaborative efforts to enhance the quality and reach of educational broadcasting across the state.

A detailed presentation was delivered by Dr. K. N. Bijalwan, Nodal Officer, PM eVIDYA Uttarakhand. He presented the current status of the state's five PM eVIDYA channels and shared the proposed roadmap for the upcoming academic sessions. Special attention was given to the approved budget allocation of approximately ₹1.82 crore, which will support content creation, teacher training, studio production, technical operations, and channel management activities.

The meeting was attended by senior education officials, including the Chief Education Officer (CEO), Dehradun, and C. Praturi, Secretary, Uttarakhand Board of School Education, along with representatives from various departments and institutions. Their participation enriched the discussions with valuable suggestions and policy perspectives.

Saurabh Joshi provided technical support during the presentation sessions and facilitated the sharing of digital resources with participants. An open discussion was held where departmental heads and education experts proposed innovative approaches to make PM eVIDYA channels more engaging, inclusive, and learner-centric.

The meeting highlighted the importance of developing high-quality educational content aligned with the National Education Policy (NEP) 2020 and the learning needs of students across different grades. It was decided that content development would be undertaken by experienced teachers and teacher educators from SCERT and DIETs across Uttarakhand. Their academic expertise will ensure that the content remains relevant, curriculum-aligned, and pedagogically sound.

The technical implementation and broadcasting support are expected to be strengthened through collaboration with NIELIT and other technical partners. The IT team also participated actively in the meeting and presented various technological solutions for content production, digital archiving, online dissemination, and monitoring of educational broadcasts.

Participants discussed future plans including advanced teacher training programmes, development of interactive learning resources, integration of digital tools, improved student engagement strategies, and expansion of educational content for diverse learner groups.

The meeting concluded with a shared commitment to transform PM eVIDYA into a more dynamic, accessible, and impactful platform for school education in Uttarakhand. Through coordinated efforts of SCERT, DIETs, technical experts, and educational administrators, the initiative aims to provide quality digital learning opportunities to every learner across the state.

The deliberations reflected Uttarakhand's continued dedication to leveraging technology for educational equity, innovation, and excellence, ensuring that PM eVIDYA remains a strong pillar of the state's digital education ecosystem.

Indian Educator Raises Call for Peace Education at Global ISCP Webinar 2026

The International Summit Council for Peace (ISCP), in collaboration with the Universal Peace Federation (UPF), organized a prestigious international webinar on 18 June 2026 under the theme “The Future of the Rules-Based World Order: Where Do We Go From Here?”. The webinar brought together nearly 300 distinguished participants, including former Presidents, global leaders, researchers, scholars, scientists, diplomats, educators, and peace advocates from different regions of the world.

The event featured eminent speakers including H.E. Dr. Gloria Macapagal-Arroyo, former President of the Philippines, H.E. Dr. Goodluck Jonathan, former President of Nigeria, H.E. Dr. Anthony Carmona, former President of Trinidad and Tobago, Dr. Tageldin Ibrahim Hamad, International President of the Universal Peace Federation, and Dr. Franco Famularo, Global Coordinator of the International Summit Council for Peace. The discussions focused on strengthening global cooperation, addressing emerging international challenges, and promoting peace through dialogue and shared leadership.

Representing India, Ramesh Prasad Badoni, IT Faculty at SCERT Uttarakhand, researcher, National ICT Awardee, and Fulbright Scholar, actively participated in the webinar. During the interactive session, he raised an important question on the role of education in building a peaceful future:

"How can education systems be redesigned to cultivate values of peace, empathy, intercultural understanding, and responsible global citizenship among young people?"

His question highlighted the growing need for education systems worldwide to move beyond academic achievement and focus on developing values, compassion, tolerance, and global responsibility among learners. The issue received appreciation from participants as peace education is increasingly being recognized as an essential component for achieving sustainable development and social harmony.

Responding to the question raised by Ramesh Prasad Badoni on redesigning education systems for peace, empathy, and global citizenship, Dr. Tageldin Ibrahim Hamad emphasized that education should not focus solely on technology and academic achievement. He stated that while technology is important, the foundation of education must remain rooted in values, compassion, character, and humanity. According to him, peace begins when learners develop empathy, respect for diversity, and concern for others. He stressed that schools and universities should nurture these human values alongside modern knowledge and digital skills.

Dr. Hamad also highlighted the vital role of women in building peaceful societies. He noted that women often demonstrate greater compassion, wisdom, patience, and commitment to community welfare. Therefore, he advocated for stronger representation of women in leadership, governance, education, peace-building initiatives, and decision-making processes at all levels. He remarked that many of the world's challenges could be addressed more effectively when women are empowered to participate fully in shaping policies and social development. His message reinforced the belief that a peaceful and sustainable future depends on both value-based education and the meaningful inclusion of women as leaders and change-makers.

The International Summit Council for Peace (ISCP) was established in 2019 to bring together current and former heads of state and government to explore solutions to critical global challenges such as climate change, conflicts, poverty, corruption, and family breakdown. ISCP promotes the principles of interdependence, mutual prosperity, and universal values in its efforts to build a peaceful and prosperous world.

The webinar concluded with a collective call for stronger international cooperation, ethical leadership, and education-driven peacebuilding initiatives to create a more harmonious future for humanity.

राष्ट्रीय जनसंख्या शिक्षा परियोजना: जागरूक, स्वस्थ एवं उत्तरदायी नागरिकों के निर्माण की दिशा में पहल

राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी), उत्तराखण्ड के सभागार में दिनांक 16 जून 2026 को राष्ट्रीय जनसंख्या शिक्षा परियोजना (National Population Education Project - NPEP) की कोर कमेटी की महत्वपूर्ण बैठक आयोजित की गई। बैठक की अध्यक्षता बन्दना गर्ब्याल, निदेशक अकादमिक शोध एवं प्रशिक्षण, एससीईआरटी उत्तराखण्ड द्वारा की गई।

राष्ट्रीय जनसंख्या शिक्षा परियोजना भारत सरकार द्वारा वित्तपोषित तथा एनसीईआरटी, नई दिल्ली द्वारा संचालित एक महत्त्वपूर्ण कार्यक्रम है। इसका प्रमुख उद्देश्य विद्यार्थियों में जनसंख्या संबंधी मुद्दों, स्वास्थ्य, जीवन की गुणवत्ता, पर्यावरणीय संतुलन तथा सतत विकास पर जनसंख्या के प्रभावों के प्रति जागरूकता विकसित करना है। यह कार्यक्रम विद्यालयी शिक्षा के माध्यम से युवाओं को जिम्मेदार, संवेदनशील एवं जागरूक नागरिक बनाने की दिशा में कार्य करता है।

बैठक के दौरान वर्ष 2026-27 के लिए भारत सरकार द्वारा अनुमोदित गतिविधियों एवं बजट पर विस्तार से चर्चा की गई। साथ ही वर्ष 2025-26 में संचालित कार्यक्रमों, गतिविधियों एवं व्यय विवरण का विस्तृत प्रस्तुतिकरण भी किया गया।

राष्ट्रीय जनसंख्या शिक्षा परियोजना के अंतर्गत संचालित प्रमुख गतिविधियों में शिक्षकों एवं शिक्षक-प्रशिक्षकों के लिए उन्मुखीकरण एवं प्रशिक्षण कार्यक्रम, संगोष्ठियों एवं कार्यशालाओं का आयोजन, जन-जागरूकता अभियान, वाद-विवाद, निबंध लेखन, पोस्टर निर्माण, प्रश्नोत्तरी एवं भूमिका-अभिनय प्रतियोगिताएँ, शिक्षण-अधिगम सामग्री का विकास एवं प्रसार, अनुसंधान, मूल्यांकन एवं अनुश्रवण गतिविधियाँ तथा किशोर शिक्षा कार्यक्रम (Adolescence Education Programme - AEP) का संचालन शामिल हैं।

बैठक का एक प्रमुख आकर्षण वर्ष 2025-26 में संचालित शोध अध्ययन “A Study on the Effectiveness of the School Health and Wellness Programme on Health and Well-Being of Class IX Students in Government Secondary Schools of Uttarakhand” पर हुई विस्तृत चर्चा रही। अध्ययन के निष्कर्षों एवं अनुशंसाओं के आधार पर भविष्य की कार्ययोजना (Road Map) तैयार करने पर विचार-विमर्श किया गया। प्रतिभागियों ने विद्यालयों में स्वास्थ्य एवं कल्याण कार्यक्रमों को और अधिक प्रभावी बनाने हेतु विभिन्न सुझाव प्रस्तुत किए।

अपने अध्यक्षीय संबोधन में निदेशक अकादमिक शोध एवं प्रशिक्षण बन्दना गर्ब्याल ने कहा कि जनसंख्या शिक्षा केवल आंकड़ों और तथ्यों तक सीमित नहीं है, बल्कि यह विद्यार्थियों में जीवन कौशल, स्वास्थ्य जागरूकता, लैंगिक संवेदनशीलता, पर्यावरणीय उत्तरदायित्व तथा सतत विकास की समझ विकसित करने का प्रभावी माध्यम है। उन्होंने सभी संबंधित विभागों एवं संस्थानों के बीच समन्वित प्रयासों की आवश्यकता पर बल दिया ताकि कार्यक्रम के उद्देश्यों को विद्यालय स्तर तक प्रभावी ढंग से पहुँचाया जा सके।

Recognizing this emerging challenge and opportunity, the State Council of Educational Research and Training (SCERT), Uttarakhand organized a state-level Continuing Professional Development (CPD) webinar on 16 June 2026 focusing on the effective use of GPTZero, one of the world's leading AI detection and academic integrity platforms.

The online session was conducted by  Ramesh Prasad Badoni, GPTZero Ambassador and IT Faculty at SCERT Uttarakhand, who recently earned the distinction of being selected as an official GPTZero Ambassador under the global educator outreach program designed by the GPTZero team.

The webinar was chaired by Bandana Garbyal, Director Academic Research and Training (ART),  Uttarakhand, who emphasized the growing importance of AI literacy among educators. In her address, she highlighted the need for plagiarism-free content development, ethical use of artificial intelligence by students and teachers, and the importance of maintaining originality and academic honesty in educational institutions.

The session witnessed enthusiastic participation from faculty members of SCERT Uttarakhand and all 13 District Institutes of Education and Training (DIETs) across the state. Around 88–90 participants joined the live Zoom platform and actively engaged in discussions related to AI-generated content, plagiarism detection, content authenticity, and responsible classroom use of AI tools.

During the intensive training session, Badoni provided a comprehensive introduction to GPTZero and shared his journey of becoming a GPTZero Ambassador. He informed participants that the GPTZero Ambassador Program has been specifically designed by the GPTZero team to empower teachers and educators worldwide with the knowledge and skills required to navigate the AI-driven educational environment.

Drawing upon the official resources provided by GPTZero, including ambassador training materials, demonstration videos, and educator guides, Mr. Badoni conducted a detailed hands-on demonstration of the platform. Participants learned how to:

• Create and manage GPTZero accounts
• Upload and analyze documents
• Interpret AI detection reports
• Understand sentence-level analysis
• Differentiate between AI-generated and human-written content
• Review plagiarism indicators
• Generate writing reports
• Apply GPTZero in classroom assignments and project evaluations
• Use GPTZero alongside Google Docs and other digital productivity tools

A significant portion of the webinar focused on helping educators understand that AI detection tools should not be used as punitive mechanisms but rather as educational support systems that encourage responsible and transparent use of AI technologies.

Faculty members raised several practical questions regarding AI-generated assignments, false positives, classroom assessment practices, research writing, and ethical AI integration. Mr. Badoni addressed each query in detail and demonstrated strategies for handling AI-related challenges within the GPTZero framework.

An exciting outcome of the session was the strong interest shown by participants in becoming District GPTZero Ambassadors. Many faculty members expressed their willingness to apply for the GPTZero Ambassador Program and utilize the platform in future teacher training initiatives, content development workshops, academic writing activities, and classroom practices. The participants also appreciated the opportunity to access GPTZero Premium benefits through the ambassador program and recognized its potential for strengthening academic integrity across educational institutions.

The webinar concluded with a collective commitment from participants to promote responsible AI adoption, ethical content creation, and digital academic integrity throughout Uttarakhand's educational ecosystem. As AI continues to reshape learning and assessment practices, initiatives such as this CPD program demonstrate SCERT Uttarakhand's proactive approach toward preparing educators for the future of education.

The CPD webinar was conducted as part of the global GPTZero Ambassador Program, an initiative designed to empower educators with the knowledge and tools needed to navigate the rapidly evolving landscape of Artificial Intelligence in education.

डी.एल.एड. प्रथम सेमेस्टर मॉडल प्रश्नपत्र निर्माण हेतु राज्यस्तरीय कार्यशाला का शुभारंभ

उत्तराखण्ड विद्यालयी शिक्षा परिषद, रामनगर (नैनीताल) के तत्वावधान में आयोजित डी.एल.एड. प्रथम सेमेस्टर मॉडल प्रश्नपत्र निर्माण हेतु दो दिवसीय  (11 व 12 जून 2026) राज्यस्तरीय कार्यशाला का शुभारंभ आज जिला शिक्षा एवं प्रशिक्षण संस्थान (डायट), टिहरी गढ़वाल में संपन्न हुआ। कार्यशाला का उद्देश्य राष्ट्रीय शिक्षा नीति-2020 एवं परख (PARAKH) की अनुशंसाओं के अनुरूप सेवापूर्व शिक्षक शिक्षा कार्यक्रमों में मूल्यांकन एवं प्रश्नपत्र निर्माण की प्रक्रियाओं को अधिक प्रभावी, दक्षतामूलक तथा भविष्य उन्मुख बनाना है।

कार्यक्रम का शुभारंभ डी.एल.एड. प्रशिक्षुओं द्वारा प्रस्तुत मनोहारी सांस्कृतिक कार्यक्रम एवं सरस्वती वंदना के साथ हुआ। तत्पश्चात डायट टिहरी के प्राचार्य द्वारा सभी अतिथियों एवं प्रतिभागियों का स्वागत करते हुए कार्यशाला की उपयोगिता पर प्रकाश डाला गया।

कार्यक्रम समन्वयक/शोध अधिकारी नमिता पांडेय ने सभी प्रतिभागियों को कार्यशाला के प्रमुख बिंदुओं से परिचित कराया।

कार्यक्रम के मुख्य अतिथि  सी.पी. रतूड़ी, संयुक्त सचिव, उत्तराखण्ड विद्यालयी शिक्षा परिषद ,नैनीतालने अपने उद्बोधन में कहा कि राष्ट्रीय शिक्षा नीति-2020 के अनुरूप शिक्षक शिक्षा कार्यक्रमों में मूल्यांकन संबंधी दृष्टिकोण में व्यापक परिवर्तन की आवश्यकता है। उन्होंने कहा कि भावी शिक्षकों को केवल ज्ञान आधारित नहीं, बल्कि दक्षता आधारित शिक्षण-अधिगम प्रक्रियाओं के लिए तैयार करने हेतु प्रश्नपत्र निर्माण में आवश्यक सुधार समय की मांग है। उन्होंने परख (PARAKH) द्वारा सुझाए गए मानकों के अनुरूप मूल्यांकन प्रणाली विकसित करने पर बल दिया।

इस अवसर पर परिषद की उप सचिव सुषमा गौरव ने कार्यशाला की रूपरेखा, उद्देश्यों, अपेक्षित प्रतिफलों तथा आगामी कार्ययोजना से प्रतिभागियों को विस्तारपूर्वक अवगत कराया।

एस.सी.ई.आर.टी. उत्तराखण्ड से प्रतिभाग कर रहे अरुण थपलियाल, प्रवक्ता, ने अपने विचार व्यक्त करते हुए कहा कि मूल्यांकन को केवल परीक्षा तक सीमित न मानकर अधिगम सुधार के व्यापक उपकरण के रूप में देखने की आवश्यकता है। उन्होंने मूल्यांकन साक्षरता (Assessment Literacy) को वर्तमान समय की महत्वपूर्ण आवश्यकता बताते हुए कहा कि बदलते सामाजिक परिदृश्य एवं राष्ट्रीय शिक्षा नीति की संस्तुतियों के अनुरूप सक्षम, संवेदनशील एवं नवाचारी शिक्षकों का निर्माण हम सभी की साझा जिम्मेदारी है। उन्होंने यह भी कहा कि प्रश्नपत्र निर्माण में किए जा रहे नवाचारों एवं परिवर्तनों को प्रशिक्षण प्रक्रिया के माध्यम से प्रशिक्षुओं के व्यवहारगत परिवर्तन में रूपांतरित करना डायट संस्थानों की महत्वपूर्ण जिम्मेदारी है।

कार्यशाला में प्रदेश के समस्त जिला शिक्षा एवं प्रशिक्षण संस्थानों (डायट) से सेवापूर्व शिक्षक शिक्षा विभाग के प्रवक्ताओं द्वारा प्रतिभाग किया जा रहा है। आगामी सत्रों में प्रतिभागियों द्वारा डी.एल.एड. प्रथम सेमेस्टर के विभिन्न पाठ्यक्रमों हेतु राष्ट्रीय शिक्षा नीति-2020, एन.सी.एफ.टी.ई. तथा परख के दिशा-निर्देशों के अनुरूप मॉडल प्रश्नपत्रों का निर्माण एवं समीक्षा कार्य किया जाएगा। कार्यक्रम में परिषद, एस.सी.ई.आर.टी., डायट टिहरी तथा अन्य संबंधित अधिकारियों एवं कार्मिकों की गरिमामयी उपस्थिति रही।

सामाजिक एवं भावनात्मक अधिगम (Social Emotional Learning - SEL) की दिशा में उत्तराखंड

 

आज की शिक्षा केवल ज्ञान अर्जन तक सीमित नहीं रह गई है। बदलते सामाजिक परिवेश, बढ़ती प्रतिस्पर्धा, मानसिक स्वास्थ्य से जुड़ी चुनौतियों और जीवन कौशलों की आवश्यकता को देखते हुए विद्यालयों में सामाजिक एवं भावनात्मक अधिगम (Social Emotional Learning - SEL) का महत्व निरंतर बढ़ रहा है। इसी उद्देश्य को केंद्र में रखते हुए 9 जून 2026 को राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (SCERT), देहरादून के सभागार में एक राज्य स्तरीय कार्यशाला का आयोजन किया गया।

इस महत्वपूर्ण कार्यशाला में उत्तराखंड के सभी जनपदों से मुख्य शिक्षा अधिकारी (CEO), जिला शिक्षा अधिकारी (DEO) तथा उप शिक्षा अधिकारी (Dy. EO) सहित शिक्षा विभाग के वरिष्ठ अधिकारियों ने प्रतिभाग किया। कार्यशाला का उद्देश्य विद्यालयों में सामाजिक एवं भावनात्मक अधिगम की अवधारणा को प्रभावी रूप से लागू करने हेतु जिला स्तर पर नेतृत्व क्षमता का विकास करना तथा विद्यार्थियों के समग्र विकास के लिए आवश्यक रणनीतियों पर विचार-विमर्श करना था।

कार्यक्रम का शुभारंभ विद्यालयी शिक्षा महानिदेशक आकांक्षा कुंडे द्वारा किया गया। अपने उद्घाटन संबोधन में उन्होंने कहा कि शिक्षा का वास्तविक उद्देश्य केवल शैक्षणिक उपलब्धियाँ प्राप्त करना नहीं, बल्कि ऐसे जिम्मेदार, संवेदनशील और आत्मविश्वासी नागरिक तैयार करना है जो जीवन की चुनौतियों का सकारात्मक ढंग से सामना कर सकें। उन्होंने विद्यालयों में सामाजिक एवं भावनात्मक कौशलों के विकास को वर्तमान समय की एक महत्वपूर्ण आवश्यकता बताया।

कार्यशाला को संबोधित करते हुए निदेशक, अकादमिक अनुसंधान एवं प्रशिक्षण (ART),  वंदना गर्ब्याल ने सामाजिक एवं भावनात्मक अधिगम को विद्यालयी शिक्षा का अभिन्न अंग बताते हुए कहा कि विद्यार्थियों में आत्म-जागरूकता, सहानुभूति, सहयोग, संवाद कौशल तथा सकारात्मक निर्णय लेने की क्षमता विकसित करना गुणवत्तापूर्ण शिक्षा की आधारशिला है। उन्होंने विशेष रूप से पीएम श्री विद्यालयों में SEL आधारित गतिविधियों को प्रभावी रूप से लागू करने पर बल दिया।

कार्यशाला के दौरान प्रतिभागियों ने SEL के विभिन्न आयामों, विद्यालयी वातावरण में इसके एकीकरण, विद्यार्थियों के मानसिक स्वास्थ्य, सकारात्मक व्यवहार निर्माण तथा समावेशी शिक्षा से इसके संबंधों पर विस्तृत चर्चा की। विभिन्न प्रस्तुतियों और संवाद सत्रों के माध्यम से यह साझा किया गया कि किस प्रकार सामाजिक एवं भावनात्मक अधिगम विद्यार्थियों में आत्मविश्वास, नेतृत्व क्षमता, सहयोगात्मक सोच और बेहतर शैक्षणिक प्रदर्शन को प्रोत्साहित कर सकता है।

यह कार्यशाला उत्तराखंड में एक ऐसी शिक्षा व्यवस्था के निर्माण की दिशा में महत्वपूर्ण पहल साबित हुई, जहाँ विद्यार्थियों के बौद्धिक विकास के साथ-साथ उनके सामाजिक, भावनात्मक और नैतिक विकास को भी समान महत्व दिया जाए। भविष्य में SEL के प्रभावी क्रियान्वयन के माध्यम से राज्य के विद्यालयों में अधिक सकारात्मक, समावेशी, सुरक्षित और विद्यार्थी-केंद्रित शिक्षण वातावरण विकसित होने की अपेक्षा है।

आईटीडीए की राज्य स्तरीय साइबर सुरक्षा कार्यशाला: डेटा सुरक्षा और डिजिटल भविष्य की दिशा में एक महत्वपूर्ण शुरुवात

 

उत्तराखंड राज्य में डिजिटल सेवाओं और ई-गवर्नेंस के बढ़ते विस्तार के साथ साइबर सुरक्षा और डेटा संरक्षण आज सबसे महत्वपूर्ण विषयों में से एक बन चुके हैं। इसी उद्देश्य से सूचना प्रौद्योगिकी विकास अभिकरण (ITDA), उत्तराखंड द्वारा भारत सरकार के इलेक्ट्रॉनिक्स एवं सूचना प्रौद्योगिकी मंत्रालय (MeitY) के सहयोग से “Stage III – State Level Workshop on Strengthening Cyber Security Frameworks for State Data” विषय पर एक दिवसीय राज्य स्तरीय कार्यशाला का आयोजन किया गया।

इस कार्यशाला में राज्य सरकार के विभिन्न विभागों के वरिष्ठ अधिकारियों एवं तकनीकी विशेषज्ञों ने प्रतिभाग किया। कार्यशाला का मुख्य उद्देश्य राज्य में संचालित विभिन्न वेबसाइटों, वेब पोर्टलों, एप्लिकेशनों तथा डेटा प्रबंधन प्रणालियों की साइबर सुरक्षा स्थिति की समीक्षा करना, संभावित खतरों की पहचान करना तथा भविष्य की सुरक्षा रणनीतियों पर विचार-विमर्श करना था।

कार्यक्रम के दौरान सभी विभागों द्वारा अपने-अपने संस्थानों में वर्तमान साइबर सुरक्षा व्यवस्था, डेटा प्रबंधन प्रक्रियाओं, सुरक्षा ऑडिट, साइबर खतरों, चुनौतियों तथा भविष्य की आवश्यकताओं पर विस्तृत प्रस्तुतिकरण दिए गए। प्रतिभागियों ने रैनसमवेयर, फिशिंग, डेटा चोरी, अनधिकृत पहुंच, सर्वर सुरक्षा, बैकअप प्रबंधन, नेटवर्क सुरक्षा और डिजिटल अवसंरचना से जुड़ी चुनौतियों पर अपने अनुभव साझा किए।

विद्यालयी शिक्षा विभाग की ओर से एससीईआरटी उत्तराखंड के आईटी विभाग से रमेश प्रसाद बड़ोनी तथा महानिदेशालय विद्यालयी शिक्षा से मुकेश  बहुगुणा ने कार्यशाला में प्रतिभाग किया। विद्यालयी शिक्षा विभाग के प्रस्तुतीकरण में विशेष रूप से उन विभिन्न अकादमिक वेबसाइटों, पोर्टलों एवं डिजिटल सेवाओं पर चर्चा की गई जो वर्तमान में आईटीडीए और एनआईसी के माध्यम से होस्ट की जा रही हैं। प्रस्तुतीकरण के दौरान वेबसाइट सुरक्षा के लिए नियमित सुरक्षा जांच (Security Checkpoints), समय-समय पर सॉफ्टवेयर एवं सुरक्षा अपडेट, उपयोगकर्ता प्रमाणीकरण, डेटा बैकअप तथा सर्वर प्रबंधन से संबंधित चुनौतियों को रेखांकित किया गया।

चर्चा के दौरान साइबर हमलों और सुरक्षा खतरों से बचाव के लिए मजबूत फायरवॉल व्यवस्था, सर्वर हार्डनिंग, सुरक्षा पैच प्रबंधन, राज्य डेटा केंद्र (SDC) में सुरक्षित डेटा भंडारण तथा नियमित सुरक्षा ऑडिट की आवश्यकता पर भी जोर दिया गया। प्रतिभागियों ने इस बात पर सहमति व्यक्त की कि केवल तकनीकी समाधान पर्याप्त नहीं हैं, बल्कि संस्थागत स्तर पर साइबर सुरक्षा जागरूकता और क्षमता निर्माण भी उतना ही आवश्यक है।

आईटीडीए के महाप्रबंधक आशीष उपाध्याय एवं उनकी तकनीकी टीम ने विभिन्न साइबर सुरक्षा खतरों, उभरती चुनौतियों और उनके समाधान पर विस्तृत जानकारी साझा की। उन्होंने सभी विभागों को आश्वस्त किया कि राज्य की डिजिटल परिसंपत्तियों की सुरक्षा के लिए आईटीडीए आवश्यक तकनीकी सहयोग और मार्गदर्शन प्रदान करता रहेगा। उन्होंने यह भी कहा कि साइबर सुरक्षा एक निरंतर प्रक्रिया है और इसके लिए सभी विभागों को योजनाबद्ध एवं समन्वित रूप से कार्य करना होगा।

कार्यशाला का एक महत्वपूर्ण निष्कर्ष यह रहा कि कृत्रिम बुद्धिमत्ता (AI) के वर्तमान युग में डेटा सुरक्षा और डेटा प्रबंधन की नई चुनौतियों को समझना आवश्यक है। एआई आधारित प्रणालियाँ जहां कार्यकुशलता और निर्णय प्रक्रिया को बेहतर बना सकती हैं, वहीं इनके सुरक्षित उपयोग, डेटा गोपनीयता और नैतिक प्रबंधन पर भी विशेष ध्यान देने की आवश्यकता है। भविष्य में एआई आधारित डेटा विश्लेषण, निगरानी और प्रबंधन प्रणालियाँ सरकारी कार्यक्रमों के प्रभावी संचालन तथा तकनीकी दक्षता बढ़ाने में महत्वपूर्ण भूमिका निभा सकती हैं।

यह कार्यशाला राज्य के विभिन्न विभागों के बीच सहयोग, अनुभव साझा करने और साइबर सुरक्षा के प्रति एक साझा दृष्टिकोण विकसित करने की दिशा में एक महत्वपूर्ण कदम साबित हुई। डिजिटल शासन के इस दौर में सुरक्षित, विश्वसनीय और सुदृढ़ साइबर सुरक्षा ढांचे का निर्माण ही राज्य की डिजिटल प्रगति का आधार बनेगा।
