Foundational Learning Study-2026: State-Level DLCs/DLMTs Training held at SCERT Uttarakhand

A two-day State-Level DLCs (District Level Coordinators) and DLMTs (District Level Master Trainers) training on the Foundational Learning Study was successfully held at SCERT Uttarakhand. The training aimed to strengthen the capacity of education officials (CEOs and DIET Principals) and DIET coordinators for the effective administration of Foundational Learning Study 2026 (large-scale learning assessment) on 10-11 April 2026 across the state.

The program was conducted under the guidance of Dr. Indrani Bhaduri, CEO of PARAKH, NCERT New Delhi. The event received leadership support from Bandana Garbyal, Director, Academic, Research and Training, Uttarakhand,Padmendra Saklani, Additional Director, SCERT Uttarakhand and Dr. KN Bijalwan, Asst. Director, SCERT Uttarakhand.

The primary objective of the training was to provide practical exposure to the tools and methodologies used in the Foundational Learning Study-2026. Participants engaged in hands-on practice with tablets for digital data collection, understood the sampling process in detail, and were trained in the step-by-step procedures involved in conducting the survey effectively and accurately.

One of the central highlights was the practical training on the FLS (Foundational Learning Study) App. Participants actively worked on tablets, learning how to navigate the app, enter student data, and manage survey workflows efficiently. For many, this was an opportunity to directly experience digital data collection tools, making the process more relatable. The sessions were highly interactive and designed to build hands-on competencies among participants.

National Resource Persons appointed by the PARAKH, NCERT New Delhi including Gulam Hassan Reshi, OSD DSEK J&K, Umang Chauhan from IIT Delhi, Alankrita Upadhaya and Shakeel Ahmad Khan, guided participants through each stage of the survey process. Their sessions blended technical clarity with practical demonstrations, ensuring that every participant could follow along and practice in real time. 

What made the training especially impactful was its focus on building confidence with technology. By the end of the program, participants were not just familiar with the tablets and the FLS App—they were comfortable using them independently, troubleshooting basic issues, and guiding others.

The training concluded on a positive and forward-looking note, with participants expressing readiness to take these learnings back to their districts. With improved skills in digital tools and survey methods, they are now better equipped to ensure that the Foundational Learning Study is conducted smoothly, accurately, and meaningfully across Uttarakhand.

The two-day State-Level DLCs (District Level Coordinators) and DLMTs (District Level Master Trainers) training marks a significant step toward strengthening assessment literacy and ensuring the successful administration of FLS 2026 at the grassroots level. It is expected that the trained personnel will further cascade the knowledge and skills to district level Field Investigator trainings on 6-7 April 2026.

The training was coordinated at the state level by Dr. Deepak Pratap Singh with the valuable contributions of Dr. Ranjan Bhatt, Dr. Dinesh Raturi, Priya Gusain (all faculty, SCERT Uttarakhand and Kamlesh Khanduri, SAO, the workshop achieved its objectives smoothly and efficiently.
