SCERT Uttarakhand Organises National–International Expert Coordination Webinar for Hackathon 3.0

The State Council of Educational Research and Training (SCERT), Uttarakhand successfully organised an online Expert & Resource Contributor Coordination Webinar on 22 August 2026 from 8:00 PM to 9:00 PM as part of the preparations for the forthcoming State Level Teacher–Student Innovation Hackathon 3.0.

The webinar brought together national and international experts, educators, researchers, AI/EdTech professionals, developers, innovators, STEM and robotics experts, school leaders and industry professionals to develop a strong resource and mentoring ecosystem for students, teachers and educators participating in Hackathon 3.0. The official invitation outlined the objective of allocating responsibilities for expert resources, tutorials and mentoring support.

From Real-World Problems to AI & Digital Solutions

Hackathon 3.0 is being envisioned as an innovation platform where participants will identify real-world challenges and transform their ideas into practical AI-enabled and Digital Solutions.

The central journey of the initiative is:

PROBLEM → IDEA → DESIGN → PROTOTYPE → DIGITAL SOLUTION

Director academic Bandana Garbyal inagurated the meet and welcome the participants experts for hackathon 3.0. During the webinar, the experts were oriented towards contributing short video tutorials, practical demonstrations, presentations, resource materials, prototype-development guides, online expert sessions, mentoring and step-by-step technical support.

Coordinator of Hackathon 3.0 Ramesh Badoni presented the event details and expected work in format and real time was detailed. The proposed resource-development areas include Artificial Intelligence, Generative AI, Coding, App/Web Development, Robotics, IoT, STEM, No-Code/Low-Code Tools, Data Analytics, AR/VR, Cyber Safety, Design Thinking and other emerging digital technologies. The resources are intended to help participants develop solutions to challenges in education, environment, climate change, disaster management, health, agriculture, tourism, rural development, girls’ education, women empowerment, inclusive education, accessibility, school management, road safety and cybersecurity.

Interaction with Experts and Allocation of Responsibilities

The webinar focused on establishing a collaborative mechanism through which experts can contribute according to their specialisation, professional experience and areas of interest. Discussion also centred on the expected format, duration and quality of tutorials/resources so that participants can receive practical and accessible guidance while developing their prototypes.

The initiative is expected to connect classroom innovation with expertise from universities, schools, research organisations, industry and the international education community.

Building a Global Mentoring Ecosystem for Uttarakhand’s Innovators

SCERT Uttarakhand aims to create a sustainable expert-resource-mentor network through Hackathon 3.0 so that participants, including those from remote and rural areas, can gain access to contemporary knowledge, emerging technologies and practical guidance.

कला शिक्षा से संस्कृति, रचनात्मकता और कौशल का विकास

 

कक्षा 6 ‘कृति’ पुस्तिका पर राज्य स्तरीय ऑनलाइन अभिमुखीकरण कार्यशाला में 600 शिक्षकों की सहभागिता

राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (SCERT), उत्तराखण्ड द्वारा दिनांक 22 अगस्त 2026 को कक्षा 6 की कला शिक्षा ‘कृति’ पुस्तिका के संदर्भ में कला, संगीत, नृत्य एवं रंगमंच विषयों पर राज्य स्तरीय अभिमुखीकरण कार्यशाला का आयोजन किया गया। कार्यशाला का संचालन वर्चुअल लैब, विद्या समीक्षा केंद्र (VSK), उत्तराखण्ड के माध्यम से किया गया, जिसमें प्रदेश के समस्त जनपदों एवं जिला शिक्षा एवं प्रशिक्षण संस्थानों (DIETs) से लगभग 600 शिक्षक-शिक्षिकाओं ने प्रतिभाग किया।

कार्यक्रम का प्रमुख उद्देश्य शिक्षकों में कला शिक्षा की अवधारणा को स्पष्ट करना, राष्ट्रीय शिक्षा नीति 2020 के आलोक में कला शिक्षा में आकलन एवं मूल्यांकन की भूमिका को समझना तथा सामूहिक कलाओं के प्रति व्यापक समझ विकसित करना था। इसके साथ ही कला शिक्षा को स्थानीय संस्कृति, रचनात्मकता, कौशल और विद्यार्थियों की अभिव्यक्ति से जोड़ने पर विशेष बल दिया गया।

कला शिक्षा विद्यार्थी के सर्वांगीण विकास का महत्वपूर्ण माध्यम

कार्यक्रम का शुभारंभ डॉ. कृष्णानंद बिजल्वान, सहायक निदेशक, SCERT उत्तराखण्ड द्वारा किया गया। उन्होंने राष्ट्रीय शिक्षा नीति 2020 के परिप्रेक्ष्य में कला शिक्षा की आवश्यकता और अवधारणा को स्पष्ट करते हुए कहा कि कला शिक्षा विद्यार्थी के सर्वांगीण विकास के साथ-साथ स्थानीय लोक संस्कृति, परम्पराओं और सांस्कृतिक विरासत के संरक्षण एवं संवर्धन के लिए अत्यंत महत्वपूर्ण है।

डॉ उषा कटियार समन्वयक  ने कहा कि विद्यालयी शिक्षा में कला को केवल एक अतिरिक्त गतिविधि के रूप में न देखकर सीखने और व्यक्तित्व निर्माण के एक प्रभावी माध्यम के रूप में अपनाया जाना चाहिए।

बच्चों की भावनाओं और संवेदनाओं की अभिव्यक्ति है कला

कार्यशाला में विशेषज्ञ के रूप में डॉ. शरबरी बनर्जी, संगीत विशेषज्ञ, राष्ट्रीय शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (NCERT), नई दिल्ली ने उत्तराखण्ड के संदर्भ में कला शिक्षा की ‘कृति’ पुस्तिका की मूल भावना और उसके शैक्षिक उपयोग पर विस्तार से चर्चा की।

उन्होंने कहा कि कला शिक्षा विद्यार्थियों को अपनी भावनाओं, विचारों और संवेदनाओं को अभिव्यक्त करने का अवसर प्रदान करती है। कलात्मक प्रतिभाएं बच्चों में स्वाभाविक रूप से विद्यमान होती हैं और विभिन्न गतिविधियों एवं कला विधाओं के माध्यम से सामने आती हैं। शिक्षक की महत्वपूर्ण भूमिका इन प्रतिभाओं को पहचानने, उभारने और प्रोत्साहित करने की है।

उन्होंने कला शिक्षा के मूल्यांकन में केवल अंतिम प्रस्तुति या प्रदर्शन के बजाय विद्यार्थी की सहभागिता, सहयोग, सृजनात्मकता, अभिव्यक्ति और सीखने की प्रक्रिया को भी महत्व देने पर बल दिया। इस दौरान पुस्तिका की विषयवस्तु एवं प्रस्तावित गतिविधियों पर विस्तृत चर्चा-परिचर्चा की गई।

रचनात्मकता के अनुरूप हो कला शिक्षा का मूल्यांकन

मनोज बहुगुणा ने राष्ट्रीय शिक्षा नीति 2020 के आलोक में कला शिक्षा में नवाचार, रचनात्मकता और मूल्यांकन की नवीन पद्धतियों पर विस्तार से जानकारी दी। उन्होंने कला आधारित गतिविधियों के आकलन में सतत एवं व्यापक मूल्यांकन की उपयोगिता पर विशेष ध्यान आकर्षित किया और बताया कि विद्यार्थियों की प्रगति को केवल अंकों तक सीमित न रखकर उनकी रचनात्मक यात्रा और कौशल विकास को भी देखा जाना आवश्यक है।

रूब्रिक आधारित मूल्यांकन और नए आकलन तरीकों पर चर्चा

कार्यक्रम समन्वयक डॉ. ऊषा कटियार ने राष्ट्रीय शिक्षा नीति 2020 एवं राष्ट्रीय पाठ्यचर्या की रूपरेखा 2023 (NCF 2023) के आलोक में कला शिक्षा के आकलन एवं मूल्यांकन की समझ विकसित करने पर चर्चा की।

उन्होंने विशेष रूप से रूब्रिक आधारित मूल्यांकन के उदाहरण प्रस्तुत करते हुए बताया कि कला, संगीत, नृत्य एवं रंगमंच जैसी विधाओं में विद्यार्थियों की सहभागिता, मौलिकता, रचनात्मकता, प्रस्तुतीकरण, सहयोग एवं कौशल विकास को किस प्रकार व्यवस्थित रूप से आंका जा सकता है।

डिजिटल वीडियो एवं स्क्रिप्ट निर्माण भी बना कार्यशाला का हिस्सा

कार्यशाला में शिक्षकों को डिजिटल वीडियो निर्माण एवं स्क्रिप्ट की समझ विकसित करने के उद्देश्य से SCERT देहरादून द्वारा निर्मित संगीत आधारित डिजिटल कंटेंट का प्रस्तुतीकरण भी किया गया।

डिजिटल संसाधनों के माध्यम से कला एवं संगीत शिक्षण को अधिक रोचक, रचनात्मक, गतिविधि आधारित और विद्यार्थी-केंद्रित बनाने की संभावनाओं पर चर्चा की गई। शिक्षकों को अपनी शिक्षण विधियों में नवीनता एवं डिजिटल संसाधनों का सार्थक समावेश करने के लिए प्रेरित किया गया।

लोक संगीत और सांस्कृतिक विरासत का संरक्षण जरूरी — वंदना गर्ब्याल

निदेशक, अकादमिक शोध एवं प्रशिक्षण, उत्तराखण्ड वंदना गर्ब्याल ने कार्यशाला को संबोधित करते हुए उत्तराखण्ड के लोक संगीत एवं सांस्कृतिक विरासत के संरक्षण की आवश्यकता पर विशेष बल दिया। उन्होंने संगीत के विविध स्वरूपों तथा राष्ट्रीय शिक्षा नीति की मंशा एवं अनुशंसाओं के अनुरूप कला शिक्षा को विद्यालयी व्यवस्था में सार्थक रूप से शामिल करने पर विस्तृत जानकारी दी।

उन्होंने समर्पण और साधना को संगीत का प्राण बताते हुए कहा कि संगीत शिक्षा बच्चों में संवेदनशीलता एवं नैतिक मूल्यों के विकास में महत्वपूर्ण भूमिका निभा सकती है। साथ ही संगीत एवं कला शिक्षा विद्यार्थियों को भविष्य में रोजगारपरक कौशल, बहुमुखी प्रतिभा और विभिन्न व्यावसायिक अवसरों से परिचित कराने में भी सहायक हो सकती है।

‘कृति’ बच्चों को अपनी संस्कृति पर गौरव करना सिखाएगी

अपर निदेशक, SCERT उत्तराखण्ड ने कहा कि कला शिक्षा की ‘कृति’ पुस्तिका बच्चों को अपनी संस्कृति, परम्पराओं एवं स्थानीय विरासत से जोड़ने में महत्वपूर्ण भूमिका निभाएगी। इससे विद्यार्थी अपनी सांस्कृतिक पहचान के प्रति सम्मान और गौरव की भावना विकसित कर सकेंगे।

उन्होंने कार्यशाला में प्रस्तुत संगीत आधारित डिजिटल वीडियो की सराहना करते हुए इसे संगीत शिक्षा के क्षेत्र में एक नवीन, रचनात्मक और उपयोगी पहल बताया।

कार्यशाला में प्रदेश के विभिन्न जनपदों एवं DIETs से जुड़े लगभग 600 शिक्षक-शिक्षिकाओं ने सक्रिय सहभागिता की। प्रतिभागियों ने ‘कृति’ पुस्तिका और कला शिक्षा के प्रभावी क्रियान्वयन के संबंध में कई महत्वपूर्ण सुझाव दिए। इनमें कला शिक्षा हेतु प्रशिक्षण साहित्य उपलब्ध कराने और नियमित प्रशिक्षण कार्यशालाओं के आयोजन, कला, संगीत, नृत्य एवं रंगमंच के लिए अलग-अलग ओरिएंटेशन, विद्यार्थियों के रिपोर्ट कार्ड में कला शिक्षा को उचित स्थान देने, आवश्यक कला एवं संगीत शिक्षकों की उपलब्धता, विद्यालयों में वाद्ययंत्र उपलब्ध कराने तथा कला-संगीत-नृत्य-रंगमंच की सामूहिक गतिविधियों के लिए उपयुक्त कक्ष एवं संसाधन उपलब्ध कराने जैसे सुझाव प्रमुख रहे।

कार्यशाला ने यह संदेश दिया कि कला शिक्षा केवल चित्रकला, संगीत, नृत्य या रंगमंच तक सीमित विषय नहीं है, बल्कि यह बच्चे की रचनात्मकता, संवेदनशीलता, आत्म-अभिव्यक्ति, सांस्कृतिक चेतना, सहयोग, आत्मविश्वास और कौशल विकास का सशक्त माध्यम है।

राष्ट्रीय शिक्षा नीति 2020 और NCF 2023 की भावना के अनुरूप कला को शिक्षा के साथ जोड़ना तथा स्थानीय कला एवं संस्कृति को विद्यालयी सीखने का हिस्सा बनाना बच्चों को अपनी जड़ों से जोड़ते हुए भविष्य के लिए आवश्यक रचनात्मक क्षमताओं के विकास में महत्वपूर्ण भूमिका निभा सकता है।

लगभग 600 प्रतिभागियों की सक्रिय सहभागिता, विशेषज्ञों के मार्गदर्शन, डिजिटल कंटेंट के प्रदर्शन तथा व्यापक चर्चा-परिचर्चा के साथ कार्यशाला का समापन अपराह्न 2:00 बजे हुआ।

निपुण भारत मिशन के अंतर्गत : रीडिंग कैंपेन - मेरे शब्द मेरी कहानी 2026 का शुभारंभ

निपुण भारत मिशन के अंतर्गत बच्चों में पठन संस्कृति, भाषा कौशल और पढ़ने की आदत को बढ़ावा देने के उद्देश्य से आयोजित रीडिंग कैंपेन - मेरे शब्द मेरी कहानी2026 के व्यापक जन-जागरूकता अभियान हेतु मोबाइल वैन को राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (SCERT), उत्तराखण्ड से रवाना किया गया।


मोबाइल वैन को निदेशक, अकादमिक शोध एवं प्रशिक्षण, उत्तराखण्ड  वंदना गर्ब्याल तथा अपर निदेशक, SCERT उत्तराखण्ड  पद्मेंद्र सकलानी ने हरी झंडी दिखाकर रवाना किया। इस अवसर पर सहायक निदेशक कृष्णानंद बिजल्वान, रूम टू रीड की राज्य प्रमुख पुष्पलता रावत सहित SCERT के समस्त संकाय सदस्य उपस्थित रहे। सभी संकाय सदस्यों की सहभागिता ने अभियान के प्रति संस्थागत प्रतिबद्धता और सामूहिक प्रयास को रेखांकित किया।

प्राथमिक विद्यालयों और समुदायों तक पहुँचेगा पठन का संदेश

यह मोबाइल वैन देहरादून जनपद के प्राथमिक विद्यालयों एवं सामुदायिक केन्द्रों तक पहुँचकर बच्चों, शिक्षकों, अभिभावकों और स्थानीय समुदाय के बीच पठन की आदत विकसित करने के लिए जन-जागरूकता का प्रचार-प्रसार करेगी। अभियान का प्रयास है कि पढ़ना केवल विद्यालय की एक शैक्षिक गतिविधि न रहकर बच्चों की दैनिक दिनचर्या, रुचि और आनंदपूर्ण सीखने की संस्कृति का हिस्सा बने।

15 अगस्त से 8 सितम्बर तक रीडिंग कैंपेन

रीडिंग कैंपेन प्रत्येक वर्ष 15 अगस्त से 8 सितम्बर तक SCERT उत्तराखण्ड एवं सहयोगी संस्था रूम टू रीड द्वारा संयुक्त रूप से आयोजित किया जाता है। वर्ष 2026 में इस अभियान को “#मेरेशब्दमेरीकहानी” के नाम से आयोजित किया जा रहा है।

रूम टू  रीड से प्रशांत बर्थवाल ने कहा कि अभियान के प्रभावी क्रियान्वयन के लिए SCERT उत्तराखण्ड द्वारा समस्त प्राथमिक विद्यालयों हेतु आवश्यक दिशा-निर्देश जारी किए गए हैं। इन दिशा-निर्देशों के अनुरूप विद्यालयों में बच्चों को पढ़ने, लिखने, अपनी बात अभिव्यक्त करने तथा शब्दों के माध्यम से अपनी स्वयं की कहानी रचने के अवसर प्रदान किए जाएंगे। 

अभियान का मुख्य उद्देश्य विद्यार्थियों में नियमित पठन की आदत विकसित करना और बुनियादी भाषा एवं साक्षरता कौशल को सुदृढ़ करना है। इसके लिए विद्यालयों में दैनिक रूप से विभिन्न पठन एवं लेखन गतिविधियों का आयोजन प्रस्तावित है। 

बच्चों को कहानी पढ़ने-सुनने, अपनी पसंद की पुस्तक चुनने, नए शब्द सीखने, अपने अनुभव लिखने, कहानी बनाने, समूह में पढ़ने तथा अपनी रचनात्मक अभिव्यक्ति प्रस्तुत करने के लिए प्रोत्साहित किया जाएगा। इससे बच्चों में न केवल पठन प्रवाह और समझ विकसित होगी, बल्कि उनकी कल्पनाशक्ति, अभिव्यक्ति, शब्दावली और आत्मविश्वास को भी बढ़ावा मिलेगा। 

अभियान का समापन 8 सितम्बर – अंतर्राष्ट्रीय साक्षरता दिवस के अवसर पर प्रदेश के प्राथमिक विद्यालयों में विशेष “Read-A-Thon” गतिविधि के साथ किया जाएगा। इस अवसर पर विद्यार्थियों की व्यापक सहभागिता के माध्यम से पढ़ने को एक उत्सव के रूप में मनाने का प्रयास किया जाएगा।


#मेरेशब्दमेरीकहानी2026 का संदेश स्पष्ट है—हर बच्चे को पढ़ने, समझने, सोचने और अपने शब्दों में अपनी कहानी कहने का अवसर मिले। निपुण भारत के लक्ष्यों की प्राप्ति की दिशा में यह अभियान विद्यालय, परिवार और समुदाय को एक साथ जोड़ते हुए “हर बच्चा पढ़े, समझे और अपनी कहानी स्वयं गढ़े” की भावना को आगे बढ़ाता है।

Uttarakhand Celebrates National Teachers’ Award 2026 - Shri Gabar Singh Brings Pride to the State

It is a moment of immense pride for Uttarakhand as Shri Gabar Singh, teacher at Government Upper Primary School (Govt. UPS) Musyakhand, Maira, has been selected for the prestigious National Teachers’ Award (NAT) 2026.

The official list released by the Department of School Education and Literacy includes 48 distinguished teachers and educators from across India. Shri Gabar Singh represents Uttarakhand at Serial No. 46 in the national list.

The Secretary, School Education, Uttarakhand; Director General, School Education; Director, Academic Research & Training; and the entire education fraternity of Uttarakhand congratulated Shri Gabar Singh on this prestigious national recognition. They also extended their warm wishes to all the National Teachers’ Award 2026 awardees from across the country.

Shri Gabar Singh’s achievement is not only a personal honour but also a proud moment for the government school education system of Uttarakhand. His selection highlights the dedication, innovation and commitment of teachers working at the grassroots level and demonstrates how committed educators can create a meaningful impact in the lives of children and communities.

PM eVIDYA के पाँच चैनलों हेतु गुणवत्तापूर्ण ई-कॉन्टेंट निर्माण पर छह दिवसीय कार्यशाला सम्पन्न

 

SCERT उत्तराखंड की आईटी लैब में Script Writing, Content Mapping, Learning Outcomes, AI Tools और Video Content Development पर गहन अभ्यास

राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (SCERT), उत्तराखंड की आईटी लैब में PM eVIDYA के पाँच चैनलों हेतु गुणवत्तापूर्ण डिजिटल शैक्षिक सामग्री विकसित करने के उद्देश्य से आयोजित छह दिवसीय ई-कॉन्टेंट निर्माण कार्यशाला का आज समापन हुआ। कार्यशाला में लगभग 40 प्रतिभागियों ने स्क्रिप्ट राइटिंग, कंटेंट मैपिंग, Learning Outcomes (LOs) आधारित सामग्री निर्माण, वीडियो प्रोडक्शन तथा AI एवं अन्य डिजिटल तकनीकों के प्रभावी उपयोग पर गहन प्रशिक्षण और अभ्यास किया।

कार्यशाला के संदर्भदाता एवं राष्ट्रीय ICT पुरस्कार प्राप्त शिक्षक सुप्रिया बहुखंडी  और मनोदर नैनवाल ने प्रतिभागियों को ई-कॉन्टेंट निर्माण की पूरी प्रक्रिया को व्यावहारिक रूप से समझाया। प्रशिक्षण का विशेष फोकस केवल वीडियो तैयार करने पर नहीं, बल्कि यह सुनिश्चित करने पर रहा कि प्रत्येक डिजिटल सामग्री का स्पष्ट Learning Outcome हो और उसका शैक्षिक उद्देश्य विद्यार्थियों की वास्तविक सीख से जुड़ा हो।

प्रतिभागियों ने Content Mapping → Learning Outcomes → Script Writing → Review → Video Recording → Final Digital Content की प्रक्रिया पर लगातार अभ्यास किया। विभिन्न प्रस्तुतियों और गतिविधियों के माध्यम से AI आधारित तकनीकों तथा अन्य डिजिटल माध्यमों के उपयोग को भी ई-कॉन्टेंट निर्माण से जोड़ा गया।

कार्यशाला में बार-बार इस बात पर जोर दिया गया कि डिजिटल कंटेंट की गुणवत्ता केवल उसकी तकनीकी चमक या वीडियो की सुंदरता से निर्धारित नहीं होती। अच्छा ई-कॉन्टेंट वह है जो Appealing, Engaging, Pedagogically Sound और Learning Measurable हो।

डिजिटल प्लेटफॉर्म पर पहले से बड़ी मात्रा में सामग्री उपलब्ध होने के बावजूद उसकी वास्तविक उपयोगिता तभी है, जब विद्यार्थी उससे कुछ सीख सके, शिक्षक उसे कक्षा में उपयोग कर सके और वह निर्धारित Learning Outcomes को प्राप्त करने में सहायता करे। इसलिए प्रतिभागियों को संख्या बढ़ाने के बजाय गुणवत्ता, प्रासंगिकता और उपयोगिता पर केंद्रित सामग्री विकसित करने के लिए प्रेरित किया गया।

Rubrics के माध्यम से होगी Script और Content की समीक्षा

संदर्भदाताओं द्वारा प्रतिभागियों के लिए विशेष Rubrics भी तैयार किए गए। इन Rubrics के आधार पर प्रत्येक प्रतिभागी को अपनी स्क्रिप्ट और वीडियो की अवधारणा को संबंधित Learning Outcomes के साथ Map करते हुए Reviewer के समक्ष प्रस्तुत करना होगा।

स्पष्ट प्रक्रिया निर्धारित की गई—

Learning Outcome → Content Mapping → Script Development → Rubric-based Review → Reviewer Approval → Video Recording

इस व्यवस्था का उद्देश्य यह सुनिश्चित करना है कि रिकॉर्डिंग से पहले ही विषयवस्तु, भाषा, प्रस्तुतीकरण, शैक्षिक उद्देश्य और अपेक्षित अधिगम परिणामों की गुणवत्ता सुनिश्चित हो सके।

कार्यशाला के अंतिम दिवस पर डॉ. के. एन. बिजल्वाण, सहायक निदेशक, SCERT उत्तराखंड ने प्रतिभागियों द्वारा किए गए कार्य का अवलोकन करते हुए ई-कॉन्टेंट निर्माण से जुड़े महत्वपूर्ण इनपुट दिए। उन्होंने विशेष रूप से कहा कि प्रतिभागी सबसे पहले अपनी Script Writing को मजबूत और सुव्यवस्थित करें। स्क्रिप्ट की समीक्षा एवं गुणवत्ता सुनिश्चित होने के बाद ही प्रतिभागियों को वीडियो रिकॉर्डिंग के अगले चरण के लिए बुलाया जाए।

उन्होंने प्रतिभागियों को इस प्रक्रिया को केवल कार्यशाला की गतिविधि के रूप में न देखकर विद्यार्थियों के लिए गुणवत्तापूर्ण डिजिटल अधिगम सामग्री विकसित करने के अवसर के रूप में अपनाने के लिए प्रेरित किया।

Professional Content Mapping और Quality पर विशेष जोर

आईटी विभाग के प्रवक्ता रमेश बडोनी ने भी प्रतिभागियों को स्क्रिप्ट राइटिंग, कंटेंट मैपिंग और डिजिटल कंटेंट की शैक्षिक उपयोगिता पर अपने सुझाव दिए। उन्होंने इस बात पर जोर दिया कि डिजिटल प्लेटफॉर्म पर केवल बड़ी संख्या में सामग्री अपलोड करना पर्याप्त नहीं है। प्रत्येक कंटेंट की अपनी शैक्षिक अहमियत, स्पष्ट उद्देश्य और measurable learning होनी चाहिए।

उन्होंने प्रतिभागियों से स्क्रिप्ट और कंटेंट मैपिंग को अधिक Professional, Structured और Learner-Centric बनाने का आग्रह किया, ताकि तैयार सामग्री PM eVIDYA एवं अन्य डिजिटल प्लेटफॉर्म पर वास्तव में उपयोगी सिद्ध हो।

“ई-कॉन्टेंट ऐसा हो जो विद्यार्थी को आकर्षित करे, उसे जोड़े रखे और अंततः उसकी सीख में मापनीय परिवर्तन दिखाई दे।”

कार्यशाला के सफल संचालन में PM eVIDYA  कोऑर्डिनेटर पुष्पा असवाल ने प्रतिभागियों को कंटेंट निर्माण की पूरी प्रक्रिया में मार्गदर्शन प्रदान किया। वहीं सौरभ जोशी ने तकनीकी सहयोग देते हुए प्रतिभागियों को डिजिटल टूल्स, कंटेंट निर्माण एवं तकनीकी प्रक्रियाओं को समझने और लागू करने में सहायता की।

छह दिनों के दौरान प्रतिभागियों को केवल प्रस्तुतियां नहीं दी गईं, बल्कि उन्हें अपनी स्क्रिप्ट लिखने, Learning Outcomes निर्धारित करने, कंटेंट मैप करने, समीक्षा कराने और उसमें सुधार करने के लिए लगातार rigorous hands-on practice कराई गई।

कार्यशाला के समापन पर प्रतिभागियों ने अपने Reflection और Feedback साझा किए। अजयपाल नेगी सहित अनेक शिक्षकों ने बताया कि छह दिनों में उन्होंने ई-कॉन्टेंट निर्माण की प्रक्रिया को नए दृष्टिकोण से समझा है। प्रतिभागियों ने विश्वास व्यक्त किया कि वे आगे भी लगातार सीखते हुए PM eVIDYA के विभिन्न चैनलों के लिए बेहतर, आकर्षक और विद्यार्थियों के लिए उपयोगी डिजिटल सामग्री तैयार करने में सहयोग देते रहेंगे।

SCERT Uttarakhand Celebrates Independence Day with Patriotic and Cultural Spirit

The State Council of Educational Research and Training (SCERT), Uttarakhand celebrated India’s 80th Independence Day with great enthusiasm, patriotic spirit and active participation of faculty members, officers, staff and teachers.

The celebration reflected the values of unity, national pride, dedication and collective responsibility towards education and nation-building.

Flag Hoisting and Jai Ghosh

The Independence Day programme commenced with the hoisting of the National Flag by Additional Director Padmendra Saklani, in the gracious presence of Deputy Director Vinod Matuda and Assistant Director Dr. K. N. Bijalwan.

As the Tricolour unfurled, the SCERT campus echoed with patriotic enthusiasm. Sunil Bhatt and Dr. Manoj Shukla initiated the energetic Jai Ghosh and patriotic slogans, which were enthusiastically joined by officers, faculty members, staff and teachers present on the occasion.

The atmosphere was filled with the spirit of “Jai Hind” and “Bharat Mata Ki Jai,” creating a strong sense of national pride and togetherness.

Following the flag-hoisting ceremony, all faculty members, officers, staff and guests proceeded to the SCERT auditorium, where a colourful cultural programme was organised to mark the occasion.

The programme became even more vibrant with the participation of teachers attending the ongoing PM eVIDYA workshop at SCERT Uttarakhand. Their presence added to the collective celebration and brought together educators from different backgrounds on this important national occasion.

A major attraction of the cultural programme was the melodious singing by Dr. Usha Katiyar which was warmly appreciated by everyone present.

Several SCERT faculty members also actively participated in the programme through patriotic speeches, Kavita Vachan (poetry recitation), songs and other cultural expressions. Each presentation reflected love for the nation and remembered the sacrifices and ideals that shaped independent India.

The cultural programme was not merely a celebration but also an opportunity for everyone to reflect upon the responsibilities that come with freedom.

The Independence Day celebration highlighted the important role of teachers and educational institutions in building a progressive, inclusive and empowered India.

During the cultural celebration in the SCERT auditorium, Director Academic Bandana Garbyal joined the gathering and extended her warm wishes to all officers, faculty members, staff and participating teachers on the occasion of Independence Day. Her presence added warmth and inspiration to the celebration. She conveyed her greetings to the entire SCERT family and encouraged everyone to continue contributing with dedication, unity and a strong sense of responsibility towards quality education and nation-building.

As an academic institution working towards strengthening school education in Uttarakhand, SCERT Uttarakhand continues to contribute through teacher education, research, innovation, digital learning, curriculum development and capacity building.

The occasion reminded everyone that education has a significant role in nurturing responsible, creative and compassionate citizens who can contribute towards the vision of a developed India.

The Independence Day programme concluded with a strong feeling of patriotism, institutional togetherness and renewed commitment towards education and nation-building.

SCERT Uttarakhand’s Ramesh Badoni Participates in International Webinar on United Nations World Humanitarian Day 2026

 

“Honouring Humanitarians” – A Global Dialogue on Leadership, Health, Peace and Human Dignity

It is a moment of pride for SCERT Uttarakhand as Ramesh Badoni, IT Department, SCERT Uttarakhand, participates in the international webinar “United Nations World Humanitarian Day – Honouring Humanitarians”, organised by the International Association of Academicians for Peace (IAAP), Asia Pacific, on 15 August 2026.

The international programme brings together academicians, healthcare professionals and humanitarian leaders to recognise those who serve communities in times of crisis and to explore the role of leadership, global health and community empowerment in advancing peace and human dignity.

The official registration document confirms the programme theme as United Nations World Humanitarian Day – “Honouring Humanitarians”, with the event scheduled for 15 August 2026.

PMeVidya : छह दिवसीय ई-कंटेंट निर्माण कार्यशाला



12 अगस्त 2026 | बुधवार

राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद में छह दिवसीय ई-कंटेंट निर्माण कार्यशाला का शुभारंभ बुधवार, 12 अगस्त 2026 को प्रातः 10:00 बजे हुआ। कार्यशाला के प्रथम दिन प्रतिभागियों को ई-कंटेंट निर्माण की कार्ययोजना, विषय चयन, कंटेंट विश्लेषण तथा डिजिटल माध्यमों से कार्य साझा करने की प्रक्रिया से परिचित कराया गया।

कार्यक्रम का शुभारंभ कार्यक्रम समन्वयक पुष्पा असवाल द्वारा सभी प्रतिभागियों के स्वागत के साथ किया गया। इसके पश्चात सुशील गैरोला, डॉ मनोज शुक्ला एवं एस पी वर्मा ने प्रतिभागियों को संबोधित करते हुए कार्यशाला के उद्देश्यों और ई-कंटेंट निर्माण की उपयोगिता पर अपने विचार साझा किए।

कार्यक्रम समन्वयक पुष्पा असवाल ने सहायक निदेशक डॉ. के. एन. बिजल्वाण का स्वागत किया। उन्होंने प्रतिभागियों को संबोधित करते हुए कार्यशाला से अपेक्षित परिणामों पर विस्तार से चर्चा की। उन्होंने प्रतिभागियों को प्रेरित किया कि छह दिनों के प्रशिक्षण एवं अभ्यास के बाद तैयार होने वाला ई-कंटेंट विद्यार्थियों के लिए उपयोगी, गुणवत्तापूर्ण और सीखने की प्रक्रिया को प्रभावी बनाने वाला होना चाहिए।

कार्यशाला के प्रथम दिन निदेशक पदमेन्द्र सकलानी की उपस्थिति ने प्रतिभागियों का उत्साह बढ़ाया। उन्होंने विशेष रूप से Artificial Intelligence (AI) आधारित शैक्षिक सामग्री और बच्चों के भावनात्मक जुड़ाव के महत्वपूर्ण पक्ष पर चर्चा की।

उन्होंने बताया कि बच्चे पहले से ही कार्टून और दृश्य आधारित सामग्री की दुनिया से सहज रूप से जुड़ते रहे हैं। वर्तमान AI युग में आकर्षक डिजिटल सामग्री बच्चों का ध्यान तेजी से अपनी ओर खींचती है। इसलिए AI की सहायता से ई-कंटेंट तैयार करते समय केवल तकनीकी उत्कृष्टता पर्याप्त नहीं है, बल्कि सामग्री में ऐसा भावनात्मक, रचनात्मक और शैक्षिक जुड़ाव भी होना चाहिए जो बच्चों को सीखने के लिए प्रेरित करे।

इस दौरान सौरभ जोशी ने विषय से संबंधित विभिन्न प्रश्न रखे, जिससे सत्र अत्यंत संवादात्मक और रोचक बन गया। प्रतिभागियों ने भी चर्चा में सक्रिय सहभागिता की।


ICT Awardee Mentors ने शुरू कराया व्यावहारिक कार्य

चाय अवकाश के बाद कार्यशाला का व्यावहारिक सत्र प्रारंभ हुआ। इस सत्र में ICT Awardee मेंटर सुप्रिया बहुखंडी एवं मनोहर नैनवाल ने प्रतिभागियों का मार्गदर्शन किया।

मेंटर्स द्वारा प्रतिभागियों के साथ एक Excel Sheet साझा की गई। सभी प्रतिभागियों को अपने Google Drive में कार्यशाला के लिए अलग फोल्डर बनाने के निर्देश दिए गए, ताकि छह दिनों के दौरान तैयार होने वाली सामग्री को व्यवस्थित तरीके से सुरक्षित एवं साझा किया जा सके।

मनोहर नैनवाल ने प्रतिभागियों को साझा Excel Sheet में अपना नाम तथा ई-कंटेंट निर्माण के लिए चुने गए विषय की जानकारी दर्ज करने के निर्देश दिए।

Content Analysis Sheet के माध्यम से विषयों का चयन

ई-कंटेंट निर्माण शुरू करने से पहले प्रत्येक प्रतिभागी को Content Analysis Sheet उपलब्ध कराई गई। प्रतिभागियों को निर्देश दिया गया कि वे अपने विषय से ऐसा टॉपिक चुनें जिस पर वे कार्यशाला के दौरान गुणवत्तापूर्ण डिजिटल ई-कंटेंट विकसित करेंगे।

दोपहर के भोजन से पहले प्रतिभागियों द्वारा विषयों एवं टॉपिक्स का चयन किया गया। भोजनावकाश के बाद मेंटर्स द्वारा दिए गए दिशा-निर्देशों के अनुसार प्रतिभागियों ने अपनी-अपनी Content Analysis Sheet को विस्तार से भरने का कार्य किया।

इस प्रक्रिया का उद्देश्य ई-कंटेंट तैयार करने से पहले विषयवस्तु को सुव्यवस्थित ढंग से समझना और उसके अनुरूप डिजिटल सामग्री विकसित करने की योजना तैयार करना था।

DIKSHA 3.0 Proposal Meeting: National Awardee Teachers Bring Classroom Voice to India’s Next-Generation Digital Learning Platform

 

New Delhi | 13 August 2026

In an important step towards shaping the next generation of India’s national digital education ecosystem, the Department of School Education and Literacy (DoSE&L), Ministry of Education, Government of India, convened a high-level meeting on the DIKSHA 3.0 Proposal at Kartavya Bhawan-2, New Delhi, on 13 August 2026.

The deliberations brought together representatives of the Ministry of Education, CIET-NCERT, IIT Madras/Chennai, DIKSHA ecosystem teams, national educational organisations and, significantly, three National Awardee Teachers, whose participation ensured that the voice of actual classroom practitioners became an integral part of the discussion on the future of DIKSHA.

The official Ministry document records the meeting at Conference Room No. 21000-B, Lobby-1, First Floor, Kartavya Bhawan-2, and identifies it specifically as the meeting on the “DIKSHA 3.0 Proposal.”

The meeting was held under the chairmanship of the Additional Secretary (School Education-II & Digital Education), Department of School Education & Literacy, Ministry of Education, with senior officials and representatives discussing how DIKSHA can evolve from a large-scale digital content and training platform into a more intelligent, personalised, measurable and user-friendly national learning ecosystem.

From DIKSHA 1.0 and 2.0 towards DIKSHA 3.0

DIKSHA has emerged as one of India's most significant digital public infrastructures for school education. Its previous phases created a national ecosystem for digital resources, QR-enabled textbooks, teacher professional development, courses, certification and access to learning materials.

The DIKSHA 3.0 discussion, however, focused on the next question: How can the platform move beyond providing digital content and courses to actually support measurable learning, personalised professional development and meaningful classroom transformation?

A major focus of the meeting was therefore on making the next generation of DIKSHA more AI-enabled, learner-centric, teacher-friendly, adaptive, interoperable and responsive to the realities of schools across India.

Bharat Bodhan AI / IIT Madras presents the proposed DIKSHA 3.0 direction

The technology team lead, Ganesh, and an associated fellow with Bharat Bodhan AI Excellence Center for Education, IIT Madras, presented the emerging technological vision and proposed roadmap for DIKSHA 3.0.

The presentation showcased possibilities around an AI-enabled DIKSHA ecosystem, explaining how emerging technologies could support more intelligent discovery of learning resources, personalised learning experiences, improved assessment, analytics and more responsive interaction with digital educational content.

The presentation also generated an important discussion: technology alone cannot define DIKSHA 3.0. Its architecture must be built around the actual experiences of teachers, students, schools and educational administrators.

This made the practitioner inputs from teachers particularly significant.

Three National Awardee Teachers invited to contribute practitioner perspectives

One of the distinctive features of the meeting was the participation of three National Awardee Teachers by the MoE

Srinivasa Rao Pokuri, Imran Khan Mewati and Ramesh Prasad Badoni.

Their participation is also reflected in the official Ministry of Education attendee document, where all three are specifically listed under the category “National Awardee Teachers.”

Their inclusion provided an opportunity to examine DIKSHA not merely from the perspective of technology development or policy administration, but from the perspective of the end user — the teacher and learner working in a real school environment. The Additional Secretary invited, right at the start of the presentation, to hear from the National Awardee Teachers and to share their experiences and their version of the upcoming 3.0.

Imran Khan Mewati: Assessment and UI/UX must become simpler

National Awardee Teacher Imran Khan Mewati highlighted issues relating particularly to assessment, user interface and user experience (UI/UX).

He emphasised that a national platform serving millions of teachers and students must remain extremely simple to navigate. The success of an educational platform should not be measured merely by the number of features it contains; it should also be judged by how easily a teacher or student can discover, understand and use those features.

He highlighted the need for improved assessment mechanisms and a more intuitive application experience so that users do not face unnecessary complexity while navigating courses, resources and learning activities.

The broader expectation for DIKSHA 3.0 is therefore a transition towards a cleaner, more accessible and genuinely user-friendly application, particularly for users who may not possess advanced digital skills.

Ramesh Prasad Badoni: Move from counting training hours to measuring learning

National Awardee Teacher and SCERT Uttarakhand faculty member Ramesh Prasad Badoni raised a fundamental issue concerning assessment and measurement of actual learning outcomes from Continuous Professional Development (CPD).

He pointed out that teachers today may undertake professional development through several different digital systems — including DIKSHA, iGOT Karmayogi, State LMS platforms and other institutional training systems.

When these platforms operate separately, there is a possibility of duplication of courses, learning objectives and training requirements.

Consequently, a teacher may accumulate 50 hours or more of mandatory training in a year, but the larger question remains:

How much professional learning has actually taken place, and how much of that learning has resulted in improved classroom practice?

DIKSHA 3.0 therefore needs to shift the focus from simply recording course completion and training hours towards measuring competency, application, professional growth and impact on teaching-learning practices.

One teacher, one learning journey

A major requirement highlighted was the need to integrate or recognise CPD undertaken across different government learning ecosystems.

Instead of requiring teachers to repeatedly complete similar courses on DIKSHA, State LMSs, iGOT and other platforms, DIKSHA 3.0 could move towards a unified professional learning record.

Such a framework could recognise verified learning and credits irrespective of the authorised platform on which the learning occurred.

This would help create a professional development ecosystem in which teachers complete training because it addresses an identified competency need rather than merely to fulfil a prescribed number of hours.

Personalised and self-customised learning pathways

Another concern raised was the limited ability of users in earlier versions of DIKSHA to construct their own learning journeys.

DIKSHA 3.0 could allow teachers to identify their professional requirements and create self-directed or AI-supported customised learning pathways.

For example, a science teacher requiring support in formative assessment should not necessarily receive the same learning pathway as a language teacher interested in multilingual pedagogy or a school head seeking training in educational leadership.

The future platform should therefore be capable of recommending learning according to:

Role → Competency → Identified Gap → Recommended Learning → Assessment → Evidence of Application → Credit.

Such an approach could transform CPD from a compliance-driven process into competency-driven professional learning.

Assessment needs to demonstrate real learning

Assessment emerged as one of the most significant concerns in the discussion.

Simply watching a video, scrolling through digital material or completing a conventional multiple-choice test does not necessarily demonstrate professional learning.

DIKSHA 3.0 therefore needs a stronger assessment ecosystem that can progressively accommodate:

  • competency-based assessments;
  • authentic tasks and classroom applications;
  • project and portfolio-based evidence;
  • pre- and post-learning assessment;
  • AI-supported formative feedback;
  • secure/proctored assessment where appropriate;
  • micro-credentials and verified competency certificates; and
  • analytics capable of demonstrating actual professional growth.

The ultimate objective should be to answer a simple but powerful question:

“What did the teacher learn, and how did that learning improve classroom practice?”

Certification should have professional value

Another important issue raised concerned the value of DIKSHA certification.

Certificates should not remain merely downloadable PDF documents. A credible national digital professional development ecosystem should enable verified learning achievements and competency credits to become part of a teacher's professional learning record.

Where supported by appropriate policy frameworks, verified CPD achievements could potentially be linked with professional portfolios, career progression systems, institutional records or relevant ACR/APAR processes.

This would provide teachers with a stronger incentive to pursue meaningful professional development while also enabling educational administrators to understand competency development across the system.

DIKSHA should enable digital classrooms, not only individual content consumption

A significant functional gap highlighted was the need for a classroom formation and management facility.

A teacher should ideally be able to create a digital class, enrol or connect learners, assign DIKSHA resources, conduct activities and assessments, monitor progress and provide feedback.

In other words, DIKSHA 3.0 has the potential to move from:

Content Repository → Course Platform → Intelligent Teaching-Learning Environment.

A classroom layer could enable teachers to use national digital content in the context of their own students rather than simply directing learners towards isolated resources.

The last-mile challenge: device and access

The discussion also drew attention to one of the fundamental realities of digital education — access.

The ultimate end users of DIKSHA are teachers and students, including those living and working in remote, mountainous, rural and connectivity-constrained regions.

A sophisticated AI-enabled platform will create meaningful educational impact only when users can actually access it.

Therefore, DIKSHA 3.0 needs to continue strengthening:

low-bandwidth functionality, offline learning, downloadable resources, device compatibility, multilingual interfaces, accessibility features and seamless synchronisation when connectivity becomes available.

The question of whether a teacher or learner has a usable device in hand remains as important as the sophistication of the technology running behind the platform.

Srinivasa Rao Pokuri: Content quality and engaging learning experience

National Awardee Teacher Srinivasa Rao Pokuri highlighted the importance of improving the quality of educational content and making better use of the infrastructure already created under DIKSHA.

  • A large repository alone does not automatically result in learning.
  • Content must be pedagogically appropriate, engaging, relevant, discoverable and easy for teachers to use.

He emphasised the need for the next version of DIKSHA to provide teachers with an environment they can handle comfortably and confidently.

The future platform should therefore make it easier for teachers to discover quality resources, interact with them and meaningfully integrate them into classroom teaching.

CIET-NCERT: Connecting policy, technology and classroom realities

The meeting was coordinated with the active involvement of CIET-NCERT, with Prof. Amarendra P. Behera, Joint Director, CIET-NCERT, playing an important role in bringing together representatives from different parts of India's school education ecosystem.

The official attendee document confirms the participation of Prof. Amarendra Behera along with DIKSHA team, Prof. Bharti Kaushik, Dr. Pranita Gopal and Dr. Jipsy Malhotra and others from NCERT.

The meeting also brought representation from several major organisations and implementation stakeholders. The official attendance record includes representatives from NIOS, IIT Chennai, KVS, NVS, NeGD, DIC, EY DIKSHA PMU and M/s Trigyn, demonstrating the multi-institutional nature of the consultation.
With learners and teachers coming from different educational systems — including Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas, NIOS, State systems and other school contexts — the discussion emphasised that the next generation of DIKSHA needs to work across institutional boundaries while maintaining a coherent national digital learning architecture.

The evolution from DIKSHA 1.0 through DIKSHA 2.0 has created a substantial foundation. The expectation from DIKSHA 3.0 is to build upon that foundation while responding to the lessons learned from implementation at scale.

What should define DIKSHA 3.0?

The deliberations point towards a future platform built around a few fundamental principles:

  • Personalisation instead of one-size-fits-all training.
  • Competency and learning measurement instead of course-completion statistics alone.
  • Interoperability instead of duplicated CPD across multiple government platforms.
  • Meaningful credentials instead of certificates without professional portability.
  • Digital classroom functionality instead of content consumption alone.
  • High-quality, engaging content instead of repository size as the primary measure of success.
  • Simple UI/UX instead of technology-driven complexity.
  • Teacher and learner ownership instead of a purely administrative platform.
  • AI as an enabler of learning, not merely an additional technology feature.

And above all:

Access, inclusion and usability for the last teacher and learner in the remotest school.

A significant practitioner-policy dialogue

The DIKSHA 3.0 Proposal Meeting represented more than a discussion about upgrading a technology platform.

It represented an important dialogue between policy makers, technology developers, national educational institutions and classroom practitioners.

The participation of National Awardee Teachers Srinivasa Rao Pokuri, Imran Khan Mewati and Ramesh Prasad Badoni ensured that questions emerging from everyday teaching-learning environments — assessment, content quality, CPD duplication, personalisation, classroom functionality, certification, accessibility and ease of use — were placed directly before those involved in conceptualising the next generation of the platform.

The official Ministry attendee list itself demonstrates the breadth of this consultation, recording participants from national institutions, technical teams, KVS, NVS and the three National Awardee Teachers.

From a digital platform to a national learning ecosystem

DIKSHA has already demonstrated the possibilities of Digital Public Infrastructure in Indian education. DIKSHA 3.0 now has an opportunity to take the next major leap.

Its success should ultimately not be judged merely by registrations, course enrolments, content views, training hours or certificates generated.

The more meaningful indicators will be:

Did teachers acquire new competencies?
  • Did students learn better?
  • Did teachers find the platform easier to use?
  • Did professional development reduce duplication?
  • Could learning achievements travel across platforms?
  • Could teachers create and manage meaningful digital learning experiences for their own classrooms?
  • And could a teacher or child in a remote school participate as effectively as a learner in a well-connected urban institution?



If DIKSHA 3.0 can address these questions, it can evolve from being India's national digital education platform into something much more powerful — an AI-enabled, inclusive, interoperable and personalised national learning ecosystem, where technology serves the real needs of teachers and learners.

That is the promise — and the challenge — of DIKSHA 3.0.
