राज्य शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद (एससीईआरटी), उत्तराखण्ड के सभागार में दिनांक 16 जून 2026 को राष्ट्रीय जनसंख्या शिक्षा परियोजना (National Population Education Project - NPEP) की कोर कमेटी की महत्वपूर्ण बैठक आयोजित की गई। बैठक की अध्यक्षताबन्दना गर्ब्याल, निदेशक अकादमिक शोध एवं प्रशिक्षण, एससीईआरटी उत्तराखण्ड द्वारा की गई।
राष्ट्रीय जनसंख्या शिक्षा परियोजना भारत सरकार द्वारा वित्तपोषित तथा एनसीईआरटी, नई दिल्ली द्वारा संचालित एक महत्त्वपूर्ण कार्यक्रम है। इसका प्रमुख उद्देश्य विद्यार्थियों में जनसंख्या संबंधी मुद्दों, स्वास्थ्य, जीवन की गुणवत्ता, पर्यावरणीय संतुलन तथा सतत विकास पर जनसंख्या के प्रभावों के प्रति जागरूकता विकसित करना है। यह कार्यक्रम विद्यालयी शिक्षा के माध्यम से युवाओं को जिम्मेदार, संवेदनशील एवं जागरूक नागरिक बनाने की दिशा में कार्य करता है।
बैठक के दौरान वर्ष 2026-27 के लिए भारत सरकार द्वारा अनुमोदित गतिविधियों एवं बजट पर विस्तार से चर्चा की गई। साथ ही वर्ष 2025-26 में संचालित कार्यक्रमों, गतिविधियों एवं व्यय विवरण का विस्तृत प्रस्तुतिकरण भी किया गया।
राष्ट्रीय जनसंख्या शिक्षा परियोजना के अंतर्गत संचालित प्रमुख गतिविधियों में शिक्षकों एवं शिक्षक-प्रशिक्षकों के लिए उन्मुखीकरण एवं प्रशिक्षण कार्यक्रम, संगोष्ठियों एवं कार्यशालाओं का आयोजन, जन-जागरूकता अभियान, वाद-विवाद, निबंध लेखन, पोस्टर निर्माण, प्रश्नोत्तरी एवं भूमिका-अभिनय प्रतियोगिताएँ, शिक्षण-अधिगम सामग्री का विकास एवं प्रसार, अनुसंधान, मूल्यांकन एवं अनुश्रवण गतिविधियाँ तथा किशोर शिक्षा कार्यक्रम (Adolescence Education Programme - AEP) का संचालन शामिल हैं।
बैठक का एक प्रमुख आकर्षण वर्ष 2025-26 में संचालित शोध अध्ययन “A Study on the Effectiveness of the School Health and Wellness Programme on Health and Well-Being of Class IX Students in Government Secondary Schools of Uttarakhand” पर हुई विस्तृत चर्चा रही। अध्ययन के निष्कर्षों एवं अनुशंसाओं के आधार पर भविष्य की कार्ययोजना (Road Map) तैयार करने पर विचार-विमर्श किया गया। प्रतिभागियों ने विद्यालयों में स्वास्थ्य एवं कल्याण कार्यक्रमों को और अधिक प्रभावी बनाने हेतु विभिन्न सुझाव प्रस्तुत किए।
बैठक में विभिन्न विभागों एवं संस्थानों के विशेषज्ञों ने सहभागिता करते हुए अपने विचार रखे। प्रमुख प्रतिभागियों में के. एस. रावत, अपर निदेशक, महानिदेशालय विद्यालयी शिक्षा उत्तराखण्ड; नागेन्द्र बर्त्वाल, प्रभारी अपर निदेशक, एससीईआरटी उत्तराखण्ड; डॉ. के. एन. बिजल्वाण, सहायक निदेशक, एससीईआरटी उत्तराखण्ड; डॉ. अरिता सक्सेना, राष्ट्रीय स्वास्थ्य मिशन एवं स्वास्थ्य विभाग उत्तराखण्ड; कृष्णा जयाडा, बाल विकास विभाग; आशीष मोहन, वित्त अधिकारी, समग्र शिक्षा देहरादून; डॉ. आरती रौथाण, मनोवैज्ञानिक, साईं इंस्टीट्यूट देहरादून तथा दीपक रतूड़ी, प्रवक्ता, डायट टिहरी शामिल रहे।
कार्यक्रम का संचालन डॉ. उषा कटियार, प्रवक्ता, एससीईआरटी उत्तराखण्ड द्वारा किया गया। इस अवसर पर एससीईआरटी परिवार से सुनील भट्ट, संजय भट्ट, देवराज राणा, हिमानी थापा रौतेला एवं नविता भण्डारी भी उपस्थित रहे।
अपने अध्यक्षीय संबोधन में निदेशक अकादमिक शोध एवं प्रशिक्षण बन्दना गर्ब्याल ने कहा कि जनसंख्या शिक्षा केवल आंकड़ों और तथ्यों तक सीमित नहीं है, बल्कि यह विद्यार्थियों में जीवन कौशल, स्वास्थ्य जागरूकता, लैंगिक संवेदनशीलता, पर्यावरणीय उत्तरदायित्व तथा सतत विकास की समझ विकसित करने का प्रभावी माध्यम है। उन्होंने सभी संबंधित विभागों एवं संस्थानों के बीच समन्वित प्रयासों की आवश्यकता पर बल दिया ताकि कार्यक्रम के उद्देश्यों को विद्यालय स्तर तक प्रभावी ढंग से पहुँचाया जा सके।

As Artificial Intelligence rapidly transforms the educational landscape, the need to ensure academic integrity, ethical AI use, and responsible content creation has become more important than ever. Recognizing this emerging challenge and opportunity, the State Council of Educational Research and Training (SCERT), Uttarakhand organized a state-level Continuing Professional Development (CPD) webinar on 16 June 2026 focusing on the effective use of GPTZero, one of the world's leading AI detection and academic integrity platforms.
The online session was conducted by Ramesh Prasad Badoni, GPTZero Ambassador and IT Faculty at SCERT Uttarakhand, who recently earned the distinction of being selected as an official GPTZero Ambassador under the global educator outreach program designed by the GPTZero team.
The webinar was chaired by Bandana Garbyal, Director Academic Research and Training (ART), Uttarakhand, who emphasized the growing importance of AI literacy among educators. In her address, she highlighted the need for plagiarism-free content development, ethical use of artificial intelligence by students and teachers, and the importance of maintaining originality and academic honesty in educational institutions.
The session witnessed enthusiastic participation from faculty members of SCERT Uttarakhand and all 13 District Institutes of Education and Training (DIETs) across the state. Around 88–90 participants joined the live Zoom platform and actively engaged in discussions related to AI-generated content, plagiarism detection, content authenticity, and responsible classroom use of AI tools.
During the intensive training session, Badoni provided a comprehensive introduction to GPTZero and shared his journey of becoming a GPTZero Ambassador. He informed participants that the GPTZero Ambassador Program has been specifically designed by the GPTZero team to empower teachers and educators worldwide with the knowledge and skills required to navigate the AI-driven educational environment.
Drawing upon the official resources provided by GPTZero, including ambassador training materials, demonstration videos, and educator guides, Mr. Badoni conducted a detailed hands-on demonstration of the platform. Participants learned how to:
Create and manage GPTZero accounts
Upload and analyze documents
Interpret AI detection reports
Understand sentence-level analysis
Differentiate between AI-generated and human-written content
Review plagiarism indicators
Generate writing reports
Apply GPTZero in classroom assignments and project evaluations
Use GPTZero alongside Google Docs and other digital productivity tools
A significant portion of the webinar focused on helping educators understand that AI detection tools should not be used as punitive mechanisms but rather as educational support systems that encourage responsible and transparent use of AI technologies.
Faculty members raised several practical questions regarding AI-generated assignments, false positives, classroom assessment practices, research writing, and ethical AI integration. Mr. Badoni addressed each query in detail and demonstrated strategies for handling AI-related challenges within the GPTZero framework.
An exciting outcome of the session was the strong interest shown by participants in becoming District GPTZero Ambassadors. Many faculty members expressed their willingness to apply for the GPTZero Ambassador Program and utilize the platform in future teacher training initiatives, content development workshops, academic writing activities, and classroom practices. The participants also appreciated the opportunity to access GPTZero Premium benefits through the ambassador program and recognized its potential for strengthening academic integrity across educational institutions.
The webinar concluded with a collective commitment from participants to promote responsible AI adoption, ethical content creation, and digital academic integrity throughout Uttarakhand's educational ecosystem. As AI continues to reshape learning and assessment practices, initiatives such as this CPD program demonstrate SCERT Uttarakhand's proactive approach toward preparing educators for the future of education.
