Building a Culture of Citizen-Centric Governance
Two faculty members of SCERT Uttarakhand, Dr. Manoj Kumar Shukla (Lecturer) and Shri Bhuvnesh Pant (Lecturer), along with Vinay Dhyani Professional from SIEMAT and others from DIETS have successfully completed the State Master Trainers Development Program for the Karmayogi Kartavya Karyakram (KKK) conducted by the Dr. R. S. Tolia Uttarakhand Academy of Administration, Nainital, on 29–30 June 2026. Following the successful completion of the programme, both have been certified as State Master Trainers, enabling them to facilitate behavioural transformation training programmes across Uttarakhand under Mission Karmayogi.
The Capacity Building Commission congratulated the Government of Uttarakhand on the successful completion of the second batch of the programme, bringing the total number of trained State Master Trainers to 28. The Karmayogi Kartavya Karyakram focuses on developing citizen-centric governance by promoting values such as professionalism, integrity, accountability, empathy, ethical conduct, and excellence in public service. The achievement of SCERT faculty members further strengthens the institution's role in capacity building and reinforces Uttarakhand's commitment to creating a responsive, efficient, and service-oriented government workforce under the vision of Mission Karmayogi.
The Karmayogi Kartavya Karyakram (KKK) is a flagship initiative under Mission Karmayogi, designed to bring about behavioural transformation in government by nurturing values that place citizens at the centre of public service. Rather than focusing solely on technical skills, the programme emphasizes the development of attitudes, ethics, empathy, professionalism, accountability, integrity, collaboration, and excellence in governance.
Master Trainers are expected to play a pivotal role in cascading these values through structured training sessions, helping government employees adopt a service-oriented mindset while improving institutional effectiveness and public trust.
